No person, firm or corporation shall show or exhibit for money
any circus, carnival or motion-picture show within the corporate limits
of the City of Plattsburgh, New York, without first procuring a license
therefor as herein provided.

The Common Council of the City of Plattsburgh may, by resolution,
establish or amend the fees and charges to be imposed for the licenses
issued hereunder and may determine the period such licenses shall
be issued for.

An application for a license to exhibit a circus or carnival
for money or to conduct a motion-picture theater shall be made to
the Mayor, and, upon the granting of same, the applicant shall prove
the existence of public liability insurance from an insurance company
licensed to do business in the State of New York insuring applicant
and applicant's business against loss or damage in an amount
to be specified by resolution of the Common Council.

Upon approval of the application, the prescribed fee shall be
paid to the City Clerk.

The provisions of this article shall not apply to any circus,
carnival or motion-picture show conducted by the City of Plattsburgh,
New York, or by a duly authorized person, firm or corporation leasing
property of the City of Plattsburgh, New York, for such circus, carnival
or motion-picture show.
