As used in this chapter, the following terms shall have the following meanings:
ROADWAY
That portion of the highway designed or ordinarily used for vehicular travel, including sidewalks.
SELF-PROPELLED RECREATIONAL DEVICE
Any wheeled vehicle that is self-propelled either by human power or by motor, including, but not limited to, skateboards, tricycles, unicycles, any type of scooters, roller skates, or Rollerblades, but excluding therefrom bicycles and electric personal assistive mobility devices (EPAMD). Devices such as wagons or baby carriages, which are propelled by means external to the device, shall not be considered a self-propelled recreational device under this chapter.
SIDEWALK
That portion of the highway designated or ordinarily used for pedestrian travel.
A. 
No person shall ride a self-propelled recreational device upon any sidewalk, park, schoolyard or any public place or any roadway so as to obstruct pedestrian traffic or endanger another person's safety, or ride a self-propelled recreational device on any highway, street or roadway in such a manner as to impede the normal flow of vehicular traffic.
B. 
No person shall let a self-propelled recreational device stand upon any sidewalk, park, path, roadway or any public place where it is in an obstruction or hazard to pedestrians.
C. 
No person shall ride a self-propelled recreational device onto or from any bench, chair, flower box, retaining wall or public accessory or structure which is not intended for pedestrian foot traffic, or any stairway or any area or space intended only for pedestrian foot traffic.
D. 
No ramps, rails or similar devices shall be used on any street, right-of-way, parking lot or sidewalk, and no person shall use ramps, rails or similar devices in such a manner to cause the person to land on a street, right-of-way, parking lot or sidewalk.
E. 
No more than one person shall operate or ride on a self-propelled recreational device at one time.
F. 
No person or pedestrian shall ride a self-propelled recreational device on any roadway where the volume of speed of the vehicular traffic or the width of any roadway renders the roadway unsafe or unsuitable for self-propelled recreational devices.
G. 
Self-propelled recreational device operators on sidewalks and roadways shall yield the right-of-way to all pedestrian (non-self-propelled recreational device) traffic upon the sidewalk or roadway.
H. 
No person or pedestrian shall ride or operate a self-propelled recreational device on any sidewalk on the following streets: Mill Street from Creek Road to Fourth Street; Main Street from Fourth Street to First Street.
No person shall operate a self-propelled recreational device on any roadway or public alley in the Borough of Catawissa in violation of any traffic ordinances of the Borough of Catawissa or the laws and statutes of the Commonwealth of Pennsylvania.
Every person violating the provisions of this chapter shall, upon conviction thereof before the Magisterial District Judge, pay a fine of not less than $5 nor more than $25, plus court costs, and shall be ordered to pay restitution should any damage or injury have resulted from the act giving rise to the violation of this chapter. In default of payment of the same, every person shall be sentenced to one hour of community service in the Borough of Catawissa for each $5 imposed by the Magisterial District Judge.
