Notwithstanding any ordinance to the contrary, the general municipal organizational structure for the City of Fall River shall consist of the Mayor's office, City Council, School Committee, School Department, Community Development Agency, as well as the following Executive Branch departments and divisions, which shall be under the direction and control of the Mayor's office:

Established. There shall be a Department of Community Utilities which shall be under the supervision of the Administrator of Community Utilities.
B. 
Divisions. The divisions within the Department of Community Utilities shall be the Water Division and Sewer Division.

Established. There shall be a Department of Inspectional Services which shall be under the Direction of the Inspector of Buildings.

Divisions. The Divisions within the Department of Inspectional Services shall be the Code Enforcement Division, Minimum Housing Division, Sanitation Division and Weights and Measures Division.

Established. There shall be a Department of City Operations which shall be under the supervision of the Director of City Operations.
B. 
Divisions. The Divisions within the Department of City Operations shall be the Division of Community Maintenance and the Division of Facilities Maintenance.
C. 
The Division of Community Maintenance shall include the Streets and Highways Division, the Sanitation Division, Parks Division, and Cemeteries and Trees Division.
D. 
The Division of Facilities Maintenance shall be responsible for municipal buildings and include carpenters and painters, custodians, plumbers, electricians, cleaning contractor(s), the information desk and the print shop.
E. 
Fees charged by Parks and Cemeteries Divisions. Fees charged by the Parks Division and Cemeteries Division, in addition to such other fees as may be set by law or by ordinance, shall be as set out in Chapter A110, Fee Schedule, of the City Code.

Established. There shall be a Department of Financial Services which shall be under the supervision of the Director of Financial Services, also known as the "Chief Financial Officer."
B. 
Divisions. The divisions within the Department of Financial Services shall be the Auditor Division, Assessor Division, Purchasing Division, Treasurer Division and Collector Division and/or Treasurer-Collector Division.

Established. There shall be a Department of Administrative Services which shall be under the supervision of the City Administrator.
B. 
Divisions. The divisions within the Department of Administrative Services shall be the City Administration Division, Law Division, Human Resources Division and Information Systems Division.

Established. There shall be a Department of Fire and Emergency Services under the administrative supervision of the Fire Chief.
B. 
Divisions. The divisions within the Fire and Emergency Services Department shall be the Fire Division (including an Emergency Management Unit).

Established. There shall be a Police Department under the supervision of the Police Chief.

Unit. Within the Police Department shall be the Environmental Police Unit.
There shall be an office of the City Clerk under the supervision of the City Clerk.
There shall be an Office of Veterans' Services under the supervision of the Veterans' Agent.

There shall be an Office of Elections which shall be under the supervision of the Chairperson of the Board of Election Commissioners.

Established. There shall be a Department of Health and Human Services which shall be under the Direction of the Director of Health and Human Services.

Divisions. The Divisions within the Department of Health and Human Services shall be the Nursing Division, Food and Milk Inspectors, Tobacco Control, Mass in Motion, Youth Services and Council on Aging.

Established. There shall be a Department of Engineering and Planning which shall be under the Direction of the City Engineer.
B. 
Divisions. The Divisions within the Department of Engineering and Planning shall be the Office of the City Engineer, Office of the City Planner and Traffic Division. Within the Office of the City Planner shall be Licensing and Conservation.

Established. There shall be a Department of Emergency Medical Services, which shall be under the administrative supervision of the Chief of Emergency Medical Services.
