It shall be the duty of all the officers of the City to report
annually to the Board of Aldermen, such reports to embrace a full
statement of the receipts and expenditures of their respective offices
and such other matters as may be required by the Board of Aldermen
by ordinance, resolution or otherwise.

The Mayor or Board of Aldermen shall have power, as often as
he/she or they may deem it necessary, to require any officer of the
City to exhibit his/her accounts or other papers or records and to
make report to the Board of Aldermen, in writing, touching any matter
relating to his/her office.

The Mayor shall, at the first meeting of the Board of Aldermen
after each annual election, name the members of such standing committees
as he/she deems necessary with the advise and consent of the Board
of Aldermen.

All special committees shall be appointed by the Mayor of the
City unless otherwise ordered by a majority of the Board. By consent
of a majority of the Board, a special committee may be appointed at
any time to hold public hearings for the Board upon any matter pending
before it, and the committee will report to the Board of Aldermen
the result of those public hearings and their recommendations. A special
committee shall be composed in part of members of the Board of Aldermen;
the concurrence of the Board shall not be required as to the membership
of the special committee unless the Board shall order otherwise.

Any member of a City board or commission appointed by the Mayor
and/or Board of Aldermen who shall be absent for three (3) regular
meetings during any one-year period without cause acceptable to a
majority of the members of the Board of Aldermen shall be deemed to
have vacated his/her position on said board or commission, and the
position on the board or commission shall immediately become vacant.
