A.
Use Of Off-Street Parking Facilities. Required off-street facilities for residential use and developed in any residential district in accordance with the requirements of this Section shall be used solely for the parking of passenger automobiles or commercial vehicles of not more than one (1) ton GVW owned by occupants of the dwelling structures to which such facilities are accessory or by guests or aid occupants.
B.
Size. A required off-street parking space shall be at least nine (9) feet wide and twenty (20) feet long.
C.
Access. Parking facilities shall be designed with appropriate means of vehicular access to a street or alley in such manner as will least interfere with the movement of traffic. No driveway in any district shall exceed thirty (30) feet in width.

Paving.

All unsurfaced off-street parking areas existing as of July 6, 1987, shall not be required to be paved.
2.
In Zoning District C-2, the minimum number of required off-street parking spaces and the access driveways thereto in all newly developed off-street parking areas shall be paved.

Districts A-1, I-L and I-H are exempt from paving requirements.
4.
All newly developed off-street parking areas, and the access driveways thereto, in Zoning Districts C-1, R-1, R-2, and R-3, shall be paved.

5.
Off-street parking areas required to be paved shall be paved with a dust-free, hard all-weather surface.

E.
Surfacing. Off-street parking areas required to be paved shall be paved with at least six (6) inches of rolled stone base and two (2) inches of asphaltic concrete or at least six (6) inches of portland cement concrete. Delayed improvement of a portion of the required parking area may be approved by the Planning and Zoning Commission.

F.
Lighting. Lighting shall be directed away from all adjoining properties.
