A Recreation Board known as the "Nottingham Township Recreation Board" is hereby created, the members of which shall be appointed by the Board of Supervisors, by motion, at such times and under such circumstances as determined within the Board of Supervisors.
The Recreation Board shall be composed of seven members wherein, said Commission is empowered to provide, conduct, equip, supervise, operate, and maintain the public recreational facilities of the Township and the recreational programs established thereby and other similar activities with all the powers granted under the Second Class Township Code[1] and other statutes of the Commonwealth of Pennsylvania which are now or may hereafter be in effect concerning recreation boards including but not limited to 53 P.S. § 67204.

Upon approval of the Board of Supervisors, the Recreation Board may employ such recreational and/or related employees, including, if necessary, a Recreational Director according to standards, qualifications and salary or compensation schedules as established and approved by the Supervisors of the Township.
The Recreation Board may accept any grant, gifts, bequests, or other donations of services, equipment, real estate or the like in the name of the Township.
The Recreation Board shall appoint its own Chairperson and such other officers as it may deem necessary for the orderly business of said Recreation Board and therein, the Recreation Board may adopt such rules of procedure for itself as well as adopting rules governing the operation and conduct of its recreational activities and the facilities over which it has jurisdiction.
The Recreation Board shall not make any expenditure nor engage or enter into any contract or other obligation except as specifically approved by the Board of Supervisors of the Township. The Board of Supervisors may authorize a budget for the Recreation Board wherein the Recreation Board shall have authority to make such expenditures and/or enter into such contracts or obligations within its own discretion subject to the limitations of said authorized budget, wherein approval of the Board of Supervisors shall not be necessary as pertains to said expenses and/or payments made by said Recreation Board pursuant to said budget.
The members of the Recreation Board shall serve for terms of five years or until their successors are appointed, except that the initial or first members of the Recreation Board shall be appointed for such terms that the term of not more than two members shall expire annually thereafter. Members of the Recreation Board shall serve without pay. All persons appointed to serve shall serve their full terms unless voluntarily resigned or removed by the Supervisors for dereliction or neglect of duty. Vacancies in said Recreation Board occurring otherwise than by expiration of term shall be filled by appointment of the Board of Supervisors for the balance of said unexpired term.
It shall be the duty of the Recreation Board to submit an annual report to the Township Supervisors which shall include but not be limited to an analysis of the community recreation areas, facilities and leadership, with particular reference to the extent and adequacy of the program or programs and its or their effectiveness in view of the public expenditure involved in the public needs to be met.
The Recreation Board may be dissolved at any time upon majority vote of the Township Supervisors.
In addition to the full members of the Recreation Board as provided in § 48-2 above, there may be two alternate members who shall be appointed by the Board of Supervisors for a three-year term and a four-year term respectively. Therein, the alternate member or members shall have the same duties, authority, responsibility and power as a regular member of the Recreation Board for purposes of activities at any Recreation Board meeting if a regular member of the Recreation Board is not present at said meeting. The alternate member serving the four-year term shall have seniority and therein, whenever an absence occurs, the alternate member present who has been appointed to the longest term of office shall have the right to vote and participate in said meeting to the extent of said absent member. If two members are absent, then both alternates shall participate. If only one alternate is present and an absence of a regular member occurs, the alternate present shall participate regardless of his term of office. In the event of vacancy in the position of alternate wherein the Board of Supervisors elects to fill the same, the position shall be filled for the remainder of the unexpired term.
