The purpose of this chapter is to provide an alternative to
the statutory procedure for approval of warrants authorizing the treasurer
to disburse money.
This chapter is enacted pursuant to 30-A M.R.S.A. §§ 3001
(Municipal Home Rule) and 5603(2)(A).
The Treasurer may disburse money only on the authority of a
warrant drawn for the purpose, when affirmatively voted and signed
by a majority of the municipal officers at a duly called public meeting,
with the following exceptions:
A. Municipal
Treasurer's disbursement warrants for wages and benefits and
state fees, and municipal education costs may be signed in accordance
with the Town policies for such warrants.
B. All
other Municipal Treasurer's disbursement warrants for the payment
of amounts due under accounts payable may be reviewed, approved, and
signed by designated municipal officers, acting on behalf of the full
board of municipal officers. The Chair of the Select Board shall designate
one or more municipal officers to review, and sign said warrants.
