No building or structure located within the City that is more than fifty (50) years old shall be demolished or substantially altered without the approval of the Mayor and the Board of Aldermen. As used herein, the term "substantially altered" shall mean the changing of any architectural feature of a building or structure. Approval for the demolishing or substantial alteration of such a structure shall only be given upon a showing by the property owner that the building or structure is not reflective of the City's historical nature.
