It shall be the duty of the owner, tenant or occupant of any lot or land or real estate in the Borough of Larksville to clear the sidewalk contiguous thereto of all snow or ice within 48 hours after the cessation of any storm or fall of snow.[1]

If any sidewalk in front of any lot, land or real estate within the Borough of Larksville is not cleared by the owner, tenant or occupant as directed in the previous section, the Borough may cause said sidewalk to be cleared forthwith and to immediately report the cost and expense thereof to the Borough Council, and said charge shall be collected against the owner, tenant or occupant as other charges and assessments are by law collectible.

A. 
Commercial or industrial lots and property. It shall be unlawful for any person, persons, firm or corporation owning or occupying any gasoline stations, parking lots or commercial or industrial property abutting or bordering upon any street, alley or highway in this Borough to deposit, throw or shovel or to cause, allow or permit any person or persons to deposit, throw or shovel any snow or ice in and upon any such street, alley or highway.
B. 
Other property. It shall be unlawful for any person, persons, firm or corporation in this Borough to deposit, throw or shovel or to cause, allow or permit any person or persons to deposit, throw or shovel any snow or ice in or upon any such street, alley or highway.
The owner of a vehicle or person in whose name it is registered shall not allow, permit or suffer such vehicle to stand or park in any street, way, highway or parkway under the control of the Borough in such manner as to interfere with the work of removing or plowing snow or removing ice.
For the purpose of removing snow or ice from any public way in the Borough, the Borough Police Department may remove or cause to be removed any vehicle parked in such manner as to interfere with such work referred to in the preceding section, the cost of such removal and storage charges to be borne by the owner.

Any person or persons, firm or corporation violating any of the provisions of this article shall, upon summary conviction thereof in a summary proceeding before the Magisterial District Judge for the Borough of Larksville, be sentenced to pay a fine of not less than $25 nor more than $300, and costs, and, in default of the payment of such fine and costs, be imprisoned in the county jail for a period not exceeding 30 days. Each and every day upon which any person or persons, firm or corporation violates or continues to violate the provisions of this article shall constitute a separate offense.
The Council finds that this article is necessary for the immediate preservation of the public health and public safety and determines that it shall take effect immediately upon final passage.
