This local law shall be known as the "Charter of the City of
Port Jervis."
The City of Port Jervis located within the boundaries hereinafter
described shall be a municipal corporation in perpetuity under the
corporate name and style of the City of Port Jervis. Said corporation
may sue and be sued; complain and defend in any court; adopt and use
a common seal and shall possess all those powers granted pursuant
to the laws of the State of New York.

The city shall be divided into four (4) wards. The four (4)
wards shall be further divided into two (2) election districts each.
The wards and election districts shall be bounded, respectfully, as
follows:
A. First Ward. The First Ward shall include all that part of the city
lying within the following boundaries, to wit: Beginning at the center
line of the Erie-Lackawanna Railroad track where the city boundary
line intercepts the track on its most westerly boundary; thence in
a southeasterly direction for a distance of thirty-seven hundred feet,
thence northeast, a distance of six hundred along the city boundary
line to the center line of Park Avenue; thence southeast to the intersection
of Park Avenue and West Main Street, thence west along the center
line of West Main Street to the intersection of Grandview Avenue and
West Main Street; thence southwest to the center line of the Erie-Lackawanna
Railroad; thence in a southeasterly direction for a distance of five
thousand eight hundred feet to a projected center line of Wagner Place;
thence south along the projected line of Wagner Place to the center
of the Delaware River or the city boundary line, thence in a northerly
direction along the city boundary line to the point of beginning.
(1) First District of the First Ward. The First District of the First
Ward shall include all that part of the city lying within the following
boundaries, to wit: Beginning at the center line of the Erie-Lackawanna
Railroad track at a point where the city boundary line intercepts
the track on its most westerly boundary; thence in a southeasterly
direction for a distance of thirty-seven hundred southeast to the
intersection of Park Avenue and West Main Street, thence west along
the center line of West Main Street to the intersection of Grandview
Avenue and West Main Street, thence southwest to the center of the
Delaware River or the city boundary line, thence north along said
boundary line to the point of beginning.
(2) Second District of the First Ward. The Second District of the First
Ward shall include all that part of the city lying within the following
boundaries, to wit: Beginning at the center line of the Erie-Lackawanna
Railroad track at the center line of a projection line of Wagner Place,
thence southerly along the projected line of Wagner Place to the city
boundary line in the center of the Delaware River, thence in a northwesterly
direction along the city boundary line a distance of six thousand
feet, thence northeast to the center line of the Erie-Lackawanna Railroad
track, thence in a southwesterly direction along the center line of
said track to the point of beginning.
B. Second Ward. The Second Ward shall include all that part of the city
lying within the following boundaries, to wit: Beginning at the center
line of the Erie-Lackawanna Railroad track at a point where a projected
center line of Church Street bisects the track, thence in a northeasterly
direction along the center line of Church Street to the center line
of East Main Street, thence southeast along the center line of East
Main Street to the center line of the abandoned New York, Ontario
and Western Railroad right-of-way, thence continuing in the same southeasterly
direction on a projected line to the east bank of the Neversink River,
thence northeast along the Neversink River as it winds and turns a
distance of sixteen hundred feet to the mouth of Cold Brook; thence
north along the center line of Cold Brook to the intersection of said
brook and Beach Road, thence northeast along the center line of Beach
Road to the center line of Kingston Avenue; thence west along the
center line of Kingston Avenue to the intersection of West Street
and Kingston Avenue, thence northwest along the center line of West
Street to the intersection of Canal Street and West Street; thence
west along the center line of Canal Street to the intersection of
Orange Street and Canal Street; thence south along the center line
of Orange Street to the center line of West Main Street; thence west
along center line of West Main Street to the intersection of Hudson
Street and West Main Street; thence due north to the monument of Point
Peter, thence in a northerly direction along the center line of the
Elks Brox Park Road as it winds and turns to the entrance road of
Kolmar Laboratories; thence due north to the city boundary line; thence
in a southwesterly direction along said city boundary line to the
center line of Park Avenue; thence southeast along center line of
Park Avenue to the intersection of West Main Street and Park Avenue;
thence west along center line of West Main Street to the intersection
of West Main Street and Park Avenue; thence southwest to the center
line of the Erie-Lackawanna Railroad track; thence southeast along
center line of said track to the point of beginning.
(1) First District of the Second Ward. The First District of the Second
Ward shall include all that part of the city lying within the following
boundaries, to wit: Beginning at a point where East Main Street and
Orange Street intersect; thence running in a southeasterly direction
along the center line of the Ontario and Western Railroad right-of-way;
thence continuing in the same southeasterly direction on a projected
line to the east bank of the Neversink River; thence northeast along
the Neversink River as it winds and turns a distance of sixteen hundred
feet to the mouth of Cold Brook; thence north along the center line
of Cold Brook to the intersection of said brook and Beach Road; thence
northeast along center line of Beach Road to the center line of Kingston
Avenue; thence west along center line of Kingston Avenue to the intersection
of West Street and Kingston Avenue; thence northwest along the center
line of West Street to the intersection of Canal Street and West Street;
thence west along center line of Canal Street to the intersection
of Canal Street and Orange Street; thence south along the center line
of Orange Street to the point of beginning.
(2) The Second District of the Second Ward. The Second District of the
Second Ward shall include all that part of the city lying within the
following boundaries, to wit: Beginning at a point where a projected
center line of Church Street bisects the center line of the Erie-Lackawanna
Railroad track; thence in a northwesterly direction along the center
line of Church Street to the center line of East Main Street; thence
west along the center line of East Main Street to the intersection
of East Main Street and Hudson Street; thence due north to the monument
at Point Peter; thence in a northerly direction along the center line
of Elks-Brox Park Road to the entrance road of Kolmar Laboratories;
thence due north to the city boundary line, thence along the city
boundary line to the center line of Park Avenue, thence southeast
along center line of Park Avenue to the intersection of Park Avenue
and West Main Street, thence west along the center line of West Main
Street to the intersection of West Main Street and Park Avenue, thence
southwest to the center line of the Erie-Lackawanna Railroad track,
thence southeast along center line of said track to the point of beginning.
C. The Third Ward. The Third Ward shall include all that part of the
city lying within the following boundaries, to wit: Beginning at a
point in the center line of West Main Street where Hudson Street and
West Main Street intersect; thence due north to the monument at Point
Peter; thence in a northerly direction along the center line of Elks
Brox Park Road to the entrance of Kolmar Laboratories; thence due
north to the city boundary line; thence northeasterly along the said
city line a distance of six hundred feet; thence southeasterly along
the said city line to the base of the Reservoir No. 1 spillway; thence
due east two thousand feet more or less along said city line; thence
southeast along city line to a monument on the north side of Van Avenue,
thence along the north side of Van Avenue in a southerly direction
to a point at the junction of the New York, Ontario and Western Railroad
right-of-way and Cold Brook; thence along the east bank of said brook
in a southerly direction as it winds and turns to Beach Road; thence
northerly along the center line of Beach Road to the center line of
Kingston Avenue; thence westerly on Kingston Avenue to the intersection
of West Street; thence northerly along the center line of West Street
to the center line of Canal Street; thence westerly on Canal Street
to the center line of Orange Street; thence in a southwesterly direction
along the center line of Orange Street to the center line of West
Main Street; thence westerly along the center line of West Main Street
to the place of beginning.
(1) The First District of the Third Ward. The First District of the Third
Ward shall include all that part of the city lying within the following
boundaries, to wit: Beginning at a point in the center line of West
Main Street where Hudson Street and West Main Street intersect; thence
due north to the monument at Point Peter; thence in a northerly direction
along the center line of Elks-Brox Park Road to the entrance of Kolmar
Laboratories; thence due north to the city boundary line; thence northeasterly
along said city line a distance of six hundred feet; thence southeasterly
along said city line to the base of the Reservoir No. 1 spillway;
thence due east to North Orange Street; thence southerly on the east
side of North Orange Street to Cross Street; thence easterly on Cross
Street to a projected line on the east side of Charles Street; thence
south on Charles Street to the North Orange Street Runoff Brook; thence
southerly along the east bank of said brook as it winds and turns
to a point where said brook crosses Lincoln Street; thence in a southwesterly
direction along Lincoln Street to Hamilton Street; thence in a southerly
direction along the center line of Hamilton Street to the center line
of Canal Street to the center line of Orange Street; thence southwesterly
along the center line of Orange Street to the center line of West
Main Street; thence westerly along the center line of West Main Street
to the place of beginning.
(2) Second District of the Third Ward. The Second District of the Third
Ward shall include all that part of the city lying within the following
boundaries, to wit: Beginning at a point where the Cold Brook bisects
Beach Road; thence northerly along the center line of Beach Road to
the center line of Kingston Avenue; thence westerly along the center
line of Kingston Avenue to the center line of West Street; thence
northerly along the center line of West Street to the center line
of Canal Street; northeasterly along the center line of Canal Street
to the center line of Hamilton Street; thence northerly along the
center line of Hamilton Street to the center line of Lincoln Street;
thence northeasterly along the center line of Lincoln Street to the
North Orange Street Runoff Brook; thence northerly along the east
bank of said brook as it winds and turns to a point where said brook
crosses Charles Street; thence northerly on Charles Street and a projected
line on the east side of Charles Street to Cross Street; thence westerly
on Cross Street to North Orange Street; thence northerly on North
Orange Street to the city boundary line; thence due east along the
city boundary line to a monument; thence along the city line in a
southeasterly direction to a monument on the north side of Van Avenue;
thence along the north side of Van Avenue in a southerly direction
to a point at the junction of the New York, Ontario and Western Railroad
right-of-way and Cold Brook; thence along the east bank of said brook
in a southerly direction as it winds and turns to Beach Road, the
place of beginning.
D. The Fourth Ward. The Fourth Ward shall include all that part of the
city lying within the boundaries, to wit: Beginning at a point where
a projected center line of Church Street bisects the Erie-Lackawanna
Railroad track, thence in a northwesterly direction along the center
line of Church Street to the center line of East Main Street; thence
southeast along the center line of East Main Street to the center
line of the abandoned New York, Ontario and Western Railroad right-of-way;
thence continue on a projected line in the same direction to the east
bank of the Neversink River or the city boundary line; thence in a
southerly direction along the east bank of the Neversink River and
city boundary line as it winds and turns a distance of twenty-seven
hundred feet; thence southeast along the city boundary line a distance
of two thousand feet; thence southwesterly a distance of nine hundred
feet along said city line to the intersection of New York State Routes
6 and 23; thence due west along the city boundary line to the east
bank of the Neversink River; thence along the east bank of said river
in a southerly direction to the Tri-States monument; thence along
the city line in the center of the Delaware River in a northerly direction
to a projected center line of Wagner Place; thence along said projected
center line to the center line of the Erie-Lackawanna Railroad track;
thence west along the center line of said track to the point of beginning.
(1) First District of the Fourth Ward. The First District of the Fourth
Ward shall include all that part of the city lying within the following
boundaries, to wit: Beginning at a point where a projected center
line of Church Street bisects the center line of the Erie-Lackawanna
Railroad track; thence in a northwesterly direction along the center
line of Church Street to East Main Street; thence in a southeasterly
direction along the center line of East Main Street to the abandoned
New York, Ontario and Western Railroad right-of-way; thence southwesterly
along the center line of said right-of-way to a point where a projected
center line of Owen Street bisects the said right-of-way; thence in
a southwesterly direction along a projected line of Owen Street to
Owen Street proper continuing on said center line to the center line
of Jersey Avenue; thence continuing along Owen Street center projected
line to the center line of the Erie-Lackawanna Railroad track; thence
in a northwesterly direction along said track to the point of beginning.
(2) Second District of the Fourth Ward. The Second District of the Fourth
Ward shall include all that part of the city lying within the following
boundaries, to wit: Beginning at a point where the center line of
the Erie-Lackawanna Railroad track and a projected line of the center
line of Owen Street intersects; thence in a northeasterly direction
along said projected line to Owen Street proper and continuing along
said center line extending along the projected center line to the
abandoned New York, Ontario and Western Railroad right-of-way; thence
north along said center line of right-of-way to the center line of
East Main Street; thence southeast, a distance of nine hundred feet
to the east bank of the Neversink River and the city boundary line;
thence in a southerly direction along the east bank of the Neversink
River as it winds and turns a distance of twenty-seven hundred feet;
thence southeast along the city boundary a distance of two thousand
feet; thence southwesterly a distance of nine hundred feet along said
city line to the intersection of New York State Routes 6 and 23; thence
due west along said city line to the east bank of the Neversink River;
thence along the east bank of the Neversink River in a southerly direction
to the Tri-State monument; thence along the city boundary line, being
the center line of the Delaware River in a northerly direction to
a projected center line of Wagner Place; thence along said projected
line in a northeasterly direction to the center line of the Erie-Lackawanna
Railroad track; thence west along center line of said track to the
point of beginning.
For the purposes of this Charter, the following terms shall
have the meanings indicated:
PERSON
Includes all persons, firms, corporations and associations.
RESOLUTION
Includes all motions, orders, rules, regulations and bylaws
other than ordinances and local laws.
STREETS
Includes highways, alleys, avenues and lanes.
