In addition to the department, divisions, bureaus, boards, commissions and offices established pursuant to this Code, the administration of Borough government shall, by resolution, be organized into such other departments, divisions, bureaus, boards, commissions and offices as the Mayor and Council deem necessary and proper consistent with the general law.
