The Community Development Division shall be comprised of the following departments:
A. Planning Department. The mission of the Planning Department is to provide the regulatory framework and leadership to guide the City in the process and maintenance of its vision and support of its respective boards and commissions. The department head shall be appointed by the Mayor in consultation with the Director of the Community Development Division, and shall be responsible to the Director. The head of the Planning Department shall be responsible for the satisfactory performance of the functions of his Department, which shall include creating a structure for updating existing plans, developing new plans, and promoting those plans so they are broadly used as the basis for all future decisionmaking; recommend land use regulations that will bring the City toward its vision; aggressively pursue opportunities consistent with the vision; through outreach to the community, lead the City to a higher level of understanding and commitment to the City's potential. The Planning Department shall provide technical assistance to the Planning Board, the Zoning Board of Adjustment, the Conservation Commission, and the Capital Improvements Committee. The department head shall perform such other duties as requested by the Mayor and/or the director of the Community Development Division.
B. Department of Building Safety. The mission of the Department of Building Safety is to assure that the built environment meets the adopted codes. The department head shall be appointed by the Mayor in consultation with the Director of the Community Development Division, and shall be responsible to the Director. The head of the Department of Building Safety shall be responsible for the satisfactory performance of the functions of his or her Department, which shall include providing an efficient system to issue and monitor building projects in the City; educate the citizens regarding building issues; develop and implement ongoing programs to assure that buildings in the City are safe. The department head shall perform such other duties as requested by the Mayor and/or the Director of the Community Development Division. The department head will also serve as the Building Official and shall be responsible for the satisfactory performance of assigned duties, including the development, maintenance, implementation and enforcement of the Building, Plumbing, Electrical, and Fire Codes adopted by the City.
C. Code Enforcement Department. The mission of the Code Enforcement Department is to assure compliance with Zoning and Housing Codes. The Mayor shall appoint a department head in consultation with the Director of the Community Development Division. The department head shall be responsible to the Director for the satisfactory performance of assigned duties, which shall include, but not be limited to enforcement of the Zoning and Housing Codes adopted by the City; providing an efficient system to receive and respond to complaints; developing and implementing ongoing programs to encourage increased compliance. The department head shall perform such other duties as may be requested by the Mayor and/or the Director of the Community Development Division.
D. Urban Programs Department. The mission of the Urban Programs Department is to provide financial and technical resources to individuals and local groups to improve living conditions and access to jobs and services, primarily for those of lower income and those with disabilities and to assist the community in the identification of needs and strategies affecting individuals and neighborhoods of lower income; competently obtain and administer federal, state, local, and private resources directed to these needs; and assess the effectiveness of outcomes. The Mayor shall appoint a department head in consultation with the Director of the Community Development Division. The department head shall be responsible to the director for the satisfactory performance of assigned duties, which shall include the development of, monitoring, and implementing the CDBG program; administration and coordination of grants which the City has received or may receive in the future which are related to the functions of the Community Development Division, including the functions of grant search, application and coordination; and the implementation of various community development, economic development and housing assistance programs which the City has ongoing. The department head shall perform such other duties as may be requested by the Mayor and/or the Director of the Community Development Division.

E. Transportation Department. The mission of the Transportation Department is to manage, coordinate, promote and develop transportation resources in the community. The Mayor shall appoint a department head in consultation with the Director of the Community Development Division. The department head shall be responsible to the Director for the satisfactory performance of assigned duties, which shall include, but not be limited to, oversight and management of the transit program and rail service. The department head shall also improve the coordination of all modes of transportation. The department head shall perform such other duties as requested by the Mayor or the Director of the Community Development Division.
