No person shall operate or drive any motor vehicle on any street,
highway or other public way within the City unless such person has
a valid license or permit as an operator or chauffeur or a restricted
driving permit issued by the Secretary of State.
The provisions of § 285-30 shall not apply against a nonresident of the state who is at least 16 years of age and who has in his immediate possession a valid operator's or chauffeur's license or permit issued to him in his home state or county.
