As used in this Part 2, the following terms shall have the meanings indicated:
DOG
Includes every member of the canine specie or family.
OWNER
Any person owning, keeping or harboring a dog.

It shall be unlawful for any dog owner to let his or her dog or dogs run at large on any public or privately owned property at any time. All dogs while on the property of their owner shall be confined within an enclosure or on a chain or under the control of the owner or other responsible person.

Any dog or dogs, when not on the property of their owner, shall be led by a chain or leash not exceeding six feet in length in such a manner as to prevent such dog or dogs from running at large or biting any person or other animal.
It shall be unlawful for any person to own or keep a dog unless he shall procure a license therefor.
Any person desiring a dog license shall make application therefor to the County Clerk, giving his name and address, and the name, breed, color and sex of the dog owned or kept by such person.

The fee for each license required by the provisions of this article shall be as set forth in the fee schedule adopted by Morgan County. No license shall be issued for a sum less than the full annual fee.
Each license issued under the provisions of this article shall expire on the last day of June next following the date of issuance of such license.
A. 
Every dog legally kept within the City shall be provided by its owner or keeper with a collar or harness made of leather, metal or other substantial material to which a license tag shall be securely fastened.
B. 
It shall be unlawful for any person, other than the owner, to remove a license tag from a dog.[1]
