All lots, buildings and structures in the City shall be numbered
in accordance with the plan promulgated therefor and on file in the
office of the City Clerk.
The City Clerk shall keep a chart showing the proper street
number of every lot in the City, which chart shall be open to inspection
by any person interested.

It shall be the duty of the owner and occupant of every building
in the City to have placed thereon in a place visible from the street,
figures showing the number of the building and complying with the
requirements of the International Property Maintenance Code.
