The Board of Aldermen shall elect a Clerk for such Board of Aldermen, to be known as "the City Clerk," whose duties and term of office shall be fixed by ordinance. Among other things, the City Clerk shall keep a journal of the proceedings of the Board of Aldermen. He/she shall safely and properly keep all the records and papers belonging to the City which may be entrusted to his/her care; he/she shall be the general accountant of the City; he/she is hereby empowered to administer official oaths and oaths to persons certifying to demands or claims against the City.

A. 
As minimum qualifications the City Clerk shall be at least twenty-one (21) years of age, a registered voter in the state of Missouri, have paid all taxes owed to the City of which he/she lives, the State and county in which he/she resides in. The office of City Clerk shall be an appointed position.
B. 
General Duties.
1. 
The City Clerk shall, among other duties, keep the journal of the proceedings of the Board of Aldermen. The City Clerk shall safely and properly keep all records and papers belonging to the City which may be entrusted to his or her care, and generally shall perform all the duties required of the office by ordinance or orders of the Board. The City Clerk is hereby empowered to administer official oaths, and also oaths to persons certifying to demands or claims against the City.

The City Clerk shall have custody of the City seal, and shall affix said seal to and countersign all such public instruments, documents and papers as are required by law or ordinance to be attested with the seal of the City.
3. 
The City Clerk shall prepare, seal with the City seal and countersign all commissions and other official documents which the Mayor is required to issue or sign and properly keep dated records thereof.
4. 
The City Clerk shall furnish to the City Attorney or Board of Aldermen any record, document or paper in the custody of the City Clerk's office, which may be called for or be used in any court; but for the same item, shall take and file a receipt. The City Clerk shall certify under his or her signature and the City seal all such documents, copies and papers as may be required for the use of any City officer.
5. 
The City Clerk shall, whenever required, furnish the Mayor, Board of Aldermen or any committee of the Board, copies of any books, accounts, records, vouchers or documents in the City Clerk's office, or any information relating to the business of the City; and shall at all times permit the mayor, any member of the Board of Aldermen, any interested City officer or other person to examine any books, paper or documents of public record in the City Clerk's office.
C. 
Other duties.
1. 
The City Clerk shall in all City elections perform all the duties specified or required by the election laws of the state of Missouri or the election authority of Jefferson County.
2. 
The City Clerk shall perform all other duties required of the City Clerk by ordinance or resolution.
