All well drillers operating in Larksville Borough shall obtain a permit for drilling of wells from the Larksville Borough Building Inspector in order to prevent waste of water and loss of artesian water pressure.
Any well driller operating within Larksville Borough shall provide the Larksville Borough Building Inspector with a copy of any and all reports made to the Department of Environmental Protection with regard to the drilling of any wells, and if no reports are required, the well driller shall supply a notice of intention to drill and a subsequent completion form, which shall include a complete description of the strata through which the well passes and a record of the water derived from said well.
A. 
A condition of the permit for the drilling of any water wells within Larksville Borough shall be a commitment from said well driller that he will not permit a flowing artesian well to drain or flow on the surface of the land thereby reducing artesian pressure for adjacent property or wells and wasting the natural resource water.
B. 
A condition of receiving a permit from Larksville Borough Building Inspector shall be a commitment that said well driller will cap and seal any well to the extent that the supply of water derived from said well exceeds the needs of the dwelling house and that said well driller will not permit water to drain across the surface of the land and be wasted.
C. 
Said well driller shall seal and grout the well from the entire length of the drilled well.
Any well driller who fails to comply with any provisions of this article shall be assessed a daily fine of $100 for noncompliance.
A fee of $25 shall be paid by any and all well drillers with regard to the permit for drilling each well in Larksville Borough.
