All hydrants installed on the streets of the City of Kennett for the purpose of extinguishing fires in said City, are hereby declared to be public hydrants, and no person or persons, other than members of the Fire Department or proper officers of said City, and those especially authorized by the City Inspector shall open any of said hydrants, or attempt to draw water from same, or in any manner interfere with or damage any of said hydrants. Any person violating any of the provisions of this Section shall be subject to a fine of not less than five dollars ($5.00), nor more than fifty dollars ($50.00), for each offense.
