All hydrants installed on the streets of the City of Kennett for the purpose of extinguishing fires in said City, are hereby declared to be public hydrants, and no person or persons, other than members of the Fire Department or proper officers of said City, and those especially authorized by the City Inspector shall open any of said hydrants, or attempt to draw water from same, or in any manner interfere with or damage any of said hydrants. Any person violating any of the provisions of this Section shall be subject to a fine of not less than five dollars ($5.00), nor more than fifty dollars ($50.00), for each offense.

No person or corporation shall draw any water from any of the City mains or service pipes attached to same, to be used for the purpose of street sprinkling, by sprinkling carts or wagons, except when especially authorized by the City Inspector. All standpipes or hydrants for such purposes shall be installed and connected as directed by the City Inspector. Any person, not properly authorized, who may be found guilty of drawing water from, or tampering with, any of said standpipes or hydrants, shall be subject to a fine as set forth in Chapter 100, Article III, for each offense.

All persons or corporations in the City of Kennett who may wish to install in their premises one (1) or more hydrants for fire purposes, may obtain a special permit from the City Inspector to do so, and connect same to City mains. Such hydrants, however, may be used solely and exclusively for fire purposes, and no charge will be made for supplying water for same. Any person or corporation found guilty of using or permitting others to use any of said hydrants for other than strictly fire purposes, shall be fined as set forth in Chapter 100, Article III, for each offense, and all such hydrants shall be subject to the approval of the City Inspector before they are connected to the mains.

Any person who, without authority from the Superintendent of Waterworks, shall climb on or upon the water standpipe ladder, shall be deemed guilty of an ordinance violation, and upon conviction therefor, shall be fined as set forth in Chapter 100, Article III.

A. 
A source of fluoridation, approved by the State Department of Health, shall be added to the water supply of the City of Kennett, Missouri, under the rules and regulations of the State Board of Health, such addition to be administered by the Water Department of the Board of Public Works of the City of Kennett, Missouri.
B. 
The Board of Public Works of the City of Kennett, Missouri, is hereby authorized and directed to prepare the necessary plans and specifications and to proceed with the work necessary to accomplish the work specified in Subsection (A) hereof. There shall be included annually in the budget of the Water Department an amount necessary to carry on and maintain the program of fluoridation of the City's water supply as contemplated by Subsection (A) hereof.
