1. 
It shall be unlawful for any person, firm or corporation or any agents thereof to do, authorize and/or abet any of the following described actions or matters, such regulation or restrictions being intended to provide for the peace and order, comfort, safety, health, moral and welfare of persons in the Borough:
A. 
To place or cause to be placed, thrown or maintained in or near any public highway, lot or building of the Borough, any liquid or solid, vegetable or animal matter or any matter or thing that will endanger the peace, comfort, safety or health of the public or to contribute thereto by any act or failure to act.
B. 
To permit weeds and similar vegetation, not edible or planted for some ornamental purpose to grow or remain upon any premises or on the portion of the highway between property line and vehicular driveway, or to place ashes or other rubbish or materials of any kind or any highway, including alleys; to keep or suffer to remain on any premises (including vacant lots) any decaying or offensive or unwholesome matter of any kind.
C. 
To keep hogs within the limits of the Borough; to maintain slaughter houses within the limits of the Borough without first having had the structure inspected and its maintenance and use declared satisfactory and sanitary by vote in Council.
D. 
To permit any animal or fowl to run at large within the Borough unless authorized by statute.
E. 
To cause or permit any sounds in the building in which the person resides or is under his, her or its control, so as to disturb any person in the building or in the neighborhood, this to include the use of radios, television, music and dancing, and every possible precaution, regulation and denial shall be used to eliminate such annoyances.
F. 
To maintain or frequent any place used for gambling, immoral or indecency; to throw, shoot or cause to be ejected any missile or any other thing in or on to any public place or to cause any explosion or fire that may endanger persons or property; to make, deface or damage any personal property, publicly or privately owned to loaf, beg or solicit or to see or purchase in the highways or other public places except in places and from persons lawfully authorized, this prohibition not to apply to civic, religious or charitable purposes in the Borough.

1. 
It shall be unlawful and shall constitute disorderly conduct for any person:
A. 
To use loud, boisterous, profane, blasphemous, indecent or immoral language upon or near any of the public highways or public places or in a manner so as to annoy residents in the neighborhood or to make any unseemly noise or disturbance to the annoyance of the residences nearby.
B. 
To commit any act of loudness or public indecency of exposure of person or to become intoxicated.
C. 
To load, loiter or stand upon any of the sidewalks or other public highway or places, so as to interfere with the free and full passage of residents or travelers.
D. 
To carry concealed any deadly, weapon unless authorized by law or to discharge any gun or firearm unless as in defense of person or property; to throw on or into any highway any stones, snowballs or other material or to raise any false alarms of fire.
E. 
To interfere with Borough police officers, resist arrest or fail to render assistance to the public official when called upon by him; or to tamper with, destroy or otherwise interfere with any lights, guardrails, signs or other property or materials placed in public places by the Borough or any of its officials.

It shall be unlawful to place any structure, material or things or group of things, animate or inanimate, or part or portion thereof whether for sale of or use, whether intended to be movable or immovable, and whether as part of or as convenience, addition or ornament to any building, whatsoever the use or purpose may be, in, under or over any portion of any highway, including the sidewalk thereof, except in those instances where the Borough Council and the Mayor have given this consent.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs together with reasonable attorney fees and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.
