The Select Board (Board) may, after public hearing, license suitable persons to be collectors of or dealers in junk, old metal, used cars, and make any such additional rules, regulations, and restrictions as they may deem necessary, not inconsistent with the law or these bylaws.
Such collector or dealer shall put up and maintain in a suitable and conspicuous place in his junkyard or place of business a sign having his name and occupation legibly inscribed thereon in large letters.
Every junkyard or other place of business for the sale, purchase, or barter of junk, old metals, or used cars shall be closed between the hours of 11:00 p.m. and 7:00 a.m. and no keeper thereof and no junk collector shall purchase any of such articles between said hours.
Every keeper of junkyards or other place of business of and for the sale, purchase or barter of junk, old metals, or used cars shall keep a book in which shall be written, at the time of each purchase, a description thereof, the name, age and residence of the person from whom, and the day and hour when the purchase was made, and such book shall at all times be open for inspection of the Board or of any person designated by it or by law authorized to make such inspection.
No keeper of such a junkyard and no collector of junk shall directly or indirectly purchase or receive by way of barter or exchange from a minor any of the articles mentioned in § 174-1 of this bylaw.
