As a convenience to owners of pedalcycles, and for the development of a means for aiding in identifying missing or stolen pedalcycles, as well as identifying pedalcyclists who may have suffered accident or injury within or outside the Borough, the Borough may establish and maintain a pedalcycle registration system, through the Police Department or the Secretary. The Borough may expend moneys from the general fund of the Borough for supplies, registration certificates and/or registration tags or other evidences of registration and ownership to be affixed to pedalcycles. The Borough may accept donations of funds or services from any individual or organization for the purpose of pedalcycle registration. At the discretion of Council, the Borough may impose a fee for registration. Although registration shall not be mandatory on the part of owners of pedalcycles, the Borough shall encourage all persons owning pedalcycles to register their pedalcycles upon acquisition or at their earliest convenience thereafter, and further to report the fact of disposal or transfer of ownership of the pedalcycle. The Borough shall, from time to time, make an effort to keep the pedalcycle register current, by requesting reregistration or by whatever means it may decide upon for checking ownership.
