There is hereby created a Planning Commission consisting of seven persons to be appointed by Council.

A.
The term of each of the members of the Commission shall be for four years or until his successor is appointed and qualified and no more than two of such members shall be reappointed or replaced during any future calendar year and any such vacancy shall be filled for the unexpired term.
B.
At least five members of the Commission shall be citizen members.
The Planning Commission shall be the planning agency of the Borough and shall perform the duties and responsibilities and may exercise the powers vested by law in planning agencies in boroughs. The Planning Commission shall have access to the maps, files and other papers or the Borough and if Council by motion so decides may keep on file all maps, plans and other pertinent material. Within the limitations prescribed and appropriations provided for the purpose, Council may, on motion, authorize maps and plans to be made under the supervision of the Planning Commission and likewise may authorize changes and additions to be made to the maps and plans. The Planning Commission may recommend such changes and additions as it may deem proper, but such recommendations shall not restrict the right of Council to initiate proceedings for the laying out and changing of highways and public places in the Borough.

The Commission shall elect its own Chairman and Vice Chairman and create and fill such other offices as it may determine. Such officers shall serve annual terms and may succeed themselves. Provisions of Section 207 of Act 247 are hereby incorporated by reference.[1]

The municipalities of Collegeville Borough, Lower Frederick Township, Perkiomen Township, Schwenksville Borough, Trappe Borough and Upper Frederick Township, collectively known as the "Central Perkiomen Valley," have joined together for the purpose of mutual cooperation through regional planning.
The regional Comprehensive Plan requires the implementation of the plan's stated goals, objectives, and recommendations through a document known as the "Central Perkiomen Valley Intergovernmental Cooperative Implementation Agreement (ICIA)." The group has recognized that current growth and anticipated growth, if not properly managed, would inevitably lead to a lessening in the region's rural quality of life; the municipalities of the Central Perkiomen Valley directed that a regional Comprehensive Plan be prepared.
The Central Perkiomen Valley municipalities have reviewed the ICIA and have found it to constitute a suitable and rational approach for the implementation of the Central Perkiomen Valley Regional Comprehensive Plan.
The Central Perkiomen Valley Regional Planning Commission shall operate pursuant to the standards set forth in the ICIA in dealing with matters of land use, planning and zoning.
Collegeville Borough adopts the Central Perkiomen Valley Intergovernmental Cooperative Implementation Agreement.
