A. 
The Building Inspector shall not issue a permanent certificate of occupancy permit until all work is completed as approved by the appropriate agencies and in conformity with the approved site plan.
B. 
Site plan approval issued under this article and Article XIII shall lapse at the end of two years after approval if work has not been completed, except where an extension of time for good cause has been granted by the Planning Board.
C. 
The Planning Board may require the posting of a bond to ensure compliance with the plan and the conditions and may suspend any permit or license when work is not performed as required.
D. 
The Planning Board may periodically amend or add rules and regulations relating to procedures or administration of this article and Article XIII.
A person aggrieved by the decision of the Planning Board may file an appeal with the West Springfield Board of Appeals in accordance with MGL c. 40A, §§ 8 and 15
