The Village Board of the Village of Footville shall be composed
of the Village President and six Trustees, whose term of office shall
be two years, three of whom shall be elected each year for a term
of two years. The President shall be elected in each odd-numbered
year for a two-year term.
The Village Board shall direct the preparation of any ordinances
by the Village Attorney. Such ordinances when prepared shall be submitted
by the Village Attorney to the Village Clerk for presentation to the
Village Board. The ordinance shall be read by the Clerk at the time
of presentation to the Board unless reading is waived by the Village
Board. All resolutions shall be submitted to the Board for consideration
by the member presenting such resolution. The Board shall thereupon
act upon such resolution so presented. All communications and other
matters shall be submitted to the Village Board by the Village Clerk.

The Village Board of the Village of Footville believes that
in order to execute the duties of their elective office and add to
the diversity of thought and opinion in deliberations, it is expected
that members be physically present at all meetings. The Village Board,
however, recognizes that members may not be able to be physically
present at all meetings and that technology has made it possible for
individuals to interact with others from remote locations. Therefore,
a member of the Village Board may be allowed to participate in a meeting
of the full Village Board or a standing committee through the use
of technology, with the adherence to the following guidelines and
approval of the Village President:
A. A physical quorum must be present.
B. Provided a quorum is physically present, a Board Member may attend
a meeting remotely if they are prevented from physically attending
due to:
(1) Personal illness or disability;
(2) Employment purpose or Village business;
(3) A family member illness or emergency;
(4) Personal health concerns during a global pandemic; or
(5) Upon the approval of the Village President for any other reason,
including but not limited to, not being physically present within
the Village.
C. Board members participating remotely shall do so for the entire open
session.
D. No Board member shall participate remotely more than two times during
a calendar year. However, the Village Board may, by majority vote,
allow a Board member to participate remotely more than two times when
conditions or circumstances justify such added remote participation.
E. Members of the Village Board who desire to participate in a meeting
remotely shall notify the Village President and Village Clerk at least
one business day in advance of the meeting in question.
F. Members of the Village Board participating by remote access shall
be considered present and shall be entitled to participate in the
meeting if the following apply:
(1) Such member is able to hear other members of the Village Board and
members of the public who are recognized by the Village Board to speak.
(2) The public and other members of the Village Board are able to hear
the member of the Board who is not physically present at the meeting.
(3) If remote access fails during discussion pending an action item,
that failure ends the remote participating in the meeting on the topic
and precludes further participation in voting at that meeting on that
single topic. If remote access is reestablished, members may rejoin
discussion and action on subsequent items.
(4) If for any reason the remote access, in full or in part with the
member, malfunctions before the adjournment of the meeting, the meeting
shall continue.
G. Remote participation in Board meetings is limited to the Board member
and professionals working with or for the Village approved by the
Village President. Public input will not be taken remotely.
H. Remote participation is not allowed for portions of Village Board
meetings held in closed session.
