The cost of installation of sewer and water mains as extensions to the sewer and water system of the Village of Fairwater may be done at the expense of the abutting property owners, and such cost shall be levied as a special charge against such real estate as under § 66.0627, Wis. Stats.
The Village Board may require the installation of sewer and water laterals from any sewer or water main to service any lot, whether improved or vacant, at the time of the installation of sewer or water mains, or at any time thereafter, the cost of such installation to be a special charge against the property benefitted thereby, in accordance with § 66.0911, Wis. Stats.
