A. Residency. Except for the Industrial Development Committee or Library
Board, no person not a resident of and not residing in the Village
of Winneconne shall be appointed in a voting capacity to any Village
board, committee or commission listed in this chapter. Any board or
committee member who moves from the Village shall be removed from
such board or committee, but may be appointed to serve in an ex officio
capacity.
B. The Village
President may appoint one full-time student in good standing of the
Winneconne Area Community School District, including but not limited
to Village residents, to each board or committee. Student members
shall serve a one-year term, and may be reappointed at the discretion
of the Village President. Such student members may vote only on matters
that recommend action to the Village Board. In all other matters,
the student member shall not vote and shall not be counted for the
purpose of establishing a quorum or determining a majority.
C. Attendance standard. Members of boards, committees and commissions
are required to attend a minimum of two-thirds (2/3) of the meetings
in each six-month period of their respective bodies, unless excused
by majority vote of the membership of their body. Failure to comply
with this subsection may result in the removal and replacement of
the official found to be in noncompliance by majority vote of the
Village Board.
