No person shall, within the limits of said Township, discard, deposit, throw or leave any wastepaper, tin cans, bottles, garbage, waste or refuse of any kind whatsoever upon any parking place, street, road, avenue, park or other public place or upon any lot or other premises, except in receptacles or containers provided for such purpose.
Any person violating any of the provisions of this section shall, upon conviction, be punished by one or more of the following:
A. 
First offense: mandatory fine of $200; no court appearance required if pleading guilty to the offense.
B. 
Second or subsequent offenses: a fine not less than $200 and not more than $1,000; or by a period of community service not to exceed 90 days, or both, in the discretion of the court.
