A. 
A person commits the offense of facilitating the theft of cable television service if he/she knowingly sells, uses, manufactures, rents, or offers for sale, rental, or use any device, plan, or kit designed and intended to obtain cable television without paying all lawful compensation to the operator of such service.
B. 
Nothing in this Section shall be construed to render unlawful or prohibit an individual or other legal entity from owning or operating a video cassette recorder or devices commonly known as a "satellite receiving dish" for the purpose of receiving and utilizing satellite-relayed television signals for his/her own use.

A. 
It is unlawful for any person under the age of sixteen (16) to sell fireworks or work in a facility where fireworks are stored, sold or offered for sale unless supervised by an adult.
B. 
It is unlawful to explode or ignite consumer fireworks with six hundred (600) feet of any church, hospital, mental health facility, daycare, school, or with one hundred (100) feet of any location where fireworks are stored, sold or offered for sale.
C. 
No person shall ignite or discharge consumer fireworks with three hundred (300) feet of any permanent storage of ignitable liquid, gases, gasoline pumps, gasoline filling station, or any non-permanent structure where fireworks are stored, sold or offered for sale.
D. 
No items of explosive or pyrotechnic composition other than fireworks as defined by Subdivisions (3), (5), and (17) of Section 320.106, RSMo., shall be displayed. Sold, or offered for sale within the applicable permit locations as identified on such a permit granted by the State Fire Marshal.
E. 
Proximate fireworks shall not be allowed to be stored with consumer fireworks.
F. 
All storage and transportation of fireworks shall be in accordance with all Federal and State rules and regulations.
G. 
Nothing in Sections 320.106 to 320.161, RSMo., shall be construed to prevent permittees from demonstrating or testing fireworks. Any such demonstration or test shall require the notifications and approval of the local fire service or the State Fire Marshal.
H. 
It shall be unlawful for any person, firm, entity or corporation to sell, give away, display, discharge, fire, explode or set off or cause to be discharged, fire, exploded or set off any explosive or fireworks of any kind or description within the City; provided, however, that the provisions of the Section shall not apply to the following:
1. 
Any such use if authorized by special permission of the Board of Aldermen or if authorized by written order of the Mayor in connection with activities held by civic organizations;
2. 
Selling or offering to sell fireworks or firecrackers with the City between 8:00 A.M. June 20 and 6:00 P.M. July 10, provided that each such person who shall sell or display for sale any fireworks or firecrackers shall display in a conspicuous place a sign or placard printed in bold letters no smaller than one (1) inch in height, the following:
"Shooting of fireworks prohibited in streets, parks and other public property in the City of Waverly, Missouri."
3. 
Discharging, firing, exploding or setting off fireworks or firecrackers between 9:00 A.M. and 11:59 P.M. on July 1 through 5 of each year, provided that such is not allowed on streets, parks or other public property in the City of Waverly, nor allowed if discharge or shot at passing traffic or pedestrians, or at or in any other place which the hazard of fire or injury would be presented.
a. 
In the case if July 4 falls during the weekday (Monday to Friday), the City is allowing the weekend (Saturday and Sunday) prior to 4 of July and the weekend (Saturday and Sunday) after July 4, for fireworks to be discharged between the hours of 9:00 A.M. and 11:59 P.M.
