A. 
The purpose of this section is to establish parking prohibitions in certain areas that are upon land owned and maintained by the municipality as set forth below.
B. 
This section is enacted in accordance with N.J.S.A. 39:4-197 and 39:4-202 which does confer upon the Borough of Teterboro the right to establish certain regulations in order to preserve and safeguard the public health and safety.
C. 
The following areas shall be designated as handicapped parking for use by persons who have been issued special vehicle identification cards or plates or placards by the Division of Motor Vehicles or a temporary placard issued by the Chief of Police and shall be so marked by signs in conformance with the current manual on Uniform Traffic Control Devices for streets and highways:

A. 
The purpose of this section is to establish parking prohibitions in certain areas that are on public property or on private property which is open to the public or to which the public is invited as set forth below.
B. 
This section is enacted in accordance with N.J.S.A. 40:48-2.46 which does confer upon the Borough of Teterboro the right to establish certain regulations in order to preserve and safeguard the public health and safety.
C. 
The following areas shall be designated as handicapped parking for use by persons who have been issued special vehicle identification cards or plates or placards by the Division of Motor Vehicles or a temporary placard issued by the Chief of Police and shall be so marked by signs in conformance with the current manual on Uniform Traffic Control Devices for streets and highways:

A. 
The purpose of this section is to establish parking prohibitions in certain areas that are on private or semipublic property which are not open to the general public.
B. 
This section is enacted in accordance with N.J.S.A. 39:5A-1, 39:4-197 and 39:4-202 which does confer upon the Borough of Teterboro the right to establish certain regulations in order to preserve and safeguard the public health and safety.
C. 
All owners of property making application to have motor vehicle parking laws regarding handicapped parking made applicable to their property pursuant to this section shall make formal written application to the Borough.
D. 
All applications made under this section shall take effect upon approval by the Commissioner of Transportation as authorized under N.J.S.A. 39:5A-1.
E. 
The following areas shall be designated as handicapped parking for use by persons who have been issued special vehicle identification cards or plates or placards by the Division of Motor Vehicles or a temporary placard issued by the Chief of Police and shall be so marked by signs in conformance with the current manual on Uniform Traffic Control Devices for streets and highways:

All parking spaces designated as handicapped parking spaces under this article shall be marked and designated as such with signs and markings which conform to the requirements of N.J.S.A. 39:4-183.27 and 39:4-198 and the provisions therein. All signs and markings required pursuant to this article shall be purchased, constructed and maintained by the entity requesting the establishment of such parking spaces.
No person shall park in any such aforementioned restricted parking space who has not been issued a special vehicle identification card by the Division of Motor Vehicles pursuant to the provisions of Public Law 1949, Chapter 280 and Section I of Public Law 1977, Chapter 202 (N.J.S.A. 39:4-205 and 39:4-197.5). Any person parking a motor vehicle in any restricted parking space without a special vehicle identification card shall be liable to a fine of $250 for the first offense, and for subsequent offenses, a fine of at least $250 and up to 90 days of community service and such terms and in such form as the court shall deem appropriate, or any combination thereof.
