From and after the effective date of this Part, it shall be
unlawful for any person, firm, or corporation to, either directly
or indirectly, destroy and/or remove any tree or trees or cause the
destruction and/or removal of any tree or trees located and growing
upon any real property situate in the Borough of Doylestown without
first obtaining a tree removal permit for that purpose, except as
provided in § 106; nor shall it apply to the removal or
destruction of any trees which are the subject of any subdivision
or land development submission under the provisions of the Zoning
Ordinance or Subdivision Land Development Regulations of the Borough
of Doylestown where such ordinance or regulations contains provisions
governing the removal or destruction of trees situate upon property
to be developed.

1. Applications for permits shall be made to the Borough on forms provided
for that purpose. The Borough is hereby authorized to require such
information from applicants as it deems reasonably necessary to carry
out the purpose of this Part. The application shall include, but not
be limited to, an evaluation of the proposed tree removal with respect
to the following criteria:
B. Tree removal contractors information;
C. Description of work and relevant tree or trees, including the age,
health, quality, value and aesthetics and historical aspects of the
trees; and
D. Two photographs or images of any tree to be removed.

All applications for a permit hereunder shall be accompanied
by a fee of $15 or such other fees as Borough Council may establish
from time to time by resolution.

All applications for permit hereunder shall be forwarded to
the Doylestown Borough Shade Tree Commission which shall review them
at a regular or special meeting to be held within 35 days of the date
of application and submit comments and recommendations to the Borough
Manager. The applicant shall be notified as to the date, time and
place of the meeting of the Doylestown Borough Shade Tree Commission
at which the application will be reviewed and the applicant is encouraged
to attend and participate at such meeting, either personally or by
lawful representative.

If the Borough Manager determines that the applicant has complied
with the provisions of this Part, he/she shall issue a permit to the
applicant, which permit may be subject to reasonable conditions recommended
by the Doylestown Borough Shade Tree Commission pursuant to the provisions
listed above. Provided that the applicant has fully complied with
the provisions of this Part, any application not acted upon by the
Borough within 45 days of the date of filing of completed application
shall be deemed approved and the permit issued, unless the applicant
agrees to an extension of the time, in writing.
