A Recreation Board is hereby established and created in and for the Borough of Wrightsville. Said Board shall be composed of a maximum of 15 members, all appointed by the Borough Council. The qualifications and tenure of the members of the said Board shall be as provided by law. The said Board shall perform all duties and may exercise all powers and functions vested by law in Borough Recreation Boards, subject to the authority of the Borough Council to designate the recreation places to be established and maintained and to budget the amount of money available from Borough revenues in any one year for the functions of the Recreation Board and for the recreation places maintained thereby.
