Applications for licenses shall be made to the Village Clerk, and applicants shall fully inform the clerk with respect to such applications. All applications shall be accompanied by the fee as specified in Section 8-25.

No license shall be issued for more than one year or less than one day. All annual licenses shall expire on December 31 of each year, and all licenses for a period of less than one year shall expire on the date stated thereon.

All licenses issued pursuant to this chapter by the Village Council shall be nontransferable.

The Village Clerk is hereby authorized to revoke or suspend any license issued pursuant to this chapter if the licensee shall make any misrepresentation to obtain such license or if the licensee shall violate any Village ordinance or state law. Any person aggrieved by such suspension or revocation may appeal to the Village Council at the next regular meeting thereafter, and the decision of the council shall be final.

No person shall promote, conduct or operate any carnival, circus, fair, freak show or tent show in the Village without a license from the Village Council.

(a) 
No person in the Village shall engage in the following occupations or businesses or operate any place or establishment in which such occupation or business is conducted without first obtaining a license therefor from the Village Council:
(1) 
Pool or billiard hall.
(2) 
Pawnbroker.
(3) 
Junk dealer.
(4) 
Secondhand dealer.
(5) 
Taxi operator.

The fees shall be paid for the varying classes of licenses required by this article as currently established or as hereafter adopted by resolution of the Village Council from time to time.
