1. 
It shall be unlawful for any person or persons to operate or drive any vehicle or combination with a gross weight in excess of the maximum prescribed below upon, along, over, or across the roads, streets, alleys or bridges within the Township of Vernon, Crawford County, Pennsylvania, as hereinafter set forth if such vehicle exceeds the weight limits hereinafter specified for said road(s), all pursuant to § 4902(a) of the Act of Assembly known as the Motor Vehicle Code.

Any person who violates any provision of this section shall be prosecuted under §§ 4902(a) and 4902(g-1) of the Vehicle Code, and upon conviction, shall be sentenced to pay a fine of $150 plus $150 for each 500 pounds, or part thereof, in excess of 3,000 pounds over the maximum allowable weight limit and costs of prosecution.

On the following bridges and streets or parts of streets, by authority granted by § 4902(a) of the Vehicle Code, it shall be unlawful for any person to drive any vehicle or combination in violation of the size restrictions prescribed below for that bridge or street or part of street:

The Township of Vernon, Crawford County, Pennsylvania, with respect to roads and bridges under its jurisdiction may prohibit the operation of vehicles and may impose restrictions as to the weight or size of vehicles operated upon a road or bridge in the Township of Vernon, Crawford County, Pennsylvania, whenever the Board of Supervisors of Vernon Township, Crawford County, Pennsylvania, determine that hazardous traffic conditions or other safety factors require such a prohibition or restriction. School buses, emergency vehicles, and vehicles making local deliveries or pickups may be exempted from restriction on the use of roads imposed under this section.

Any person operating a vehicle or combination in violation of a prohibition or restriction imposed under this subsection is guilty of a summary offense and shall upon conviction thereof be sentenced to pay a fine of not less than $25 and not more than $100.

It shall be unlawful for any person to drive a vehicle other than a passenger car on any of the following streets or parts of streets, provided that nothing in this section shall prohibit any person from driving an emergency vehicle on any of those streets or parts of streets or from driving on any of those streets or parts of streets a truck or other commercial vehicle making local deliveries to or pickups from premises located along that street or part of a street:

The Township of Vernon, Crawford County, Pennsylvania, may issue permits for movement of vehicles of size and weight in excess of restrictions promulgated under §§ 15-301 and 15-303 of this Part, and may require such undertaking or security as the Board of Supervisors of Vernon Township deem necessary to cover the costs of repairs and restoration necessitated by the permitted movement of said vehicles. The Township of Vernon, Crawford County, Pennsylvania shall not refuse to issue a permit with respect to a road or bridge under its jurisdiction if there is no reasonable alternate route available. For purpose of this section, "reasonable alternate route" shall be deemed the criteria as set forth in the regulations promulgated by the Department of Highways, Commonwealth of Pennsylvania, relating to traffic and engineering studies.
2. 
Designation of alternate routes:
A. 
In conjunction with the exercise of the powers set forth in § 15-301, Subsections 1 and 2, of this Part the Township of Vernon, Crawford County, Pennsylvania, may designated alternate routes for vehicles in excess of specified weights or sizes.
B. 
In conjunction with the exercise of the powers set forth in Subsection (1) when refusing to issue a permit with respect to a road or bridge under its jurisdiction the Township of Vernon, Crawford County, Pennsylvania, may conduct or cause to be conducted an alternate route study. The elements of an engineering and traffic study conducted to designate an alternate route pursuant to this section shall consist of the same elements found in the regulations of the Department of Highways, Commonwealth of Pennsylvania.

The Township of Vernon, Crawford County, Pennsylvania, shall erect or cause to be erected and maintain restriction signs designating restrictions within 25 feet of each end of a bridge or portion of a highway restricted and provided in §§ 15-301 and 15-303 of this Part. In the case of restriction on a bridge or on a road which does not begin or end at the intersection with an unrestricted road, the Township of Vernon, Crawford County, Pennsylvania shall also place in advance an information sign at the intersection nearest each end of the restricted bridge or portion of the road which would allow drivers to avoid the restricted bridge or portion of the road. No person shall be convicted of violating §§ 15-301 and 15-303 of this Part unless the restriction sign designating a restricted bridge or a portion of the road to traffic moving in the direction that the person was drive was erected as required in this section. However, failure to post the restriction and sign designating a restricted bridge or a portion of highway to traffic moving in the opposite direct or failure to post any advance informational sign should not constitute a defense to a violation of this section.
