There is hereby established a department of the municipal government which shall be known as the "Street Department." It shall embrace the Building and Equipment; Street, Water and Sewer Committee, the Superintendent of Public Works, who shall hereinafter be referred to as the "Superintendent," and the employees. The Village Engineer shall serve as ex officio officer.

The Village Board Building and Equipment; Street, Water and Sewer Committee shall exercise a general supervision over the affairs of the Street Department. It shall ascertain the needs and conditions thereof and shall, from time to time, report the same to the Mayor and Village Board.
