For purposes of this article, the following terms shall be defined
and construed to mean as follows:
(A) VILLAGE OF BROWNSTOWN or VILLAGE — The territorial limits of
the Village of Brownstown, Fayette County, Illinois, as now comprised
or hereafter changed.
(B) LOTS — Those lots of the original town or annexed additions
to the Village as reflected upon the various plats thereof.
(C) STREETS — Those streets and public ways dedicated to public
use within the Village.
(D) STREET NUMBER — That identifying number and name designated
and assigned under the provisions hereof to all lots and structures
located within the Village.
(E) STRUCTURE — Any residence, apartment building, hotel or motel
building, business building, commercial building, warehouse or other
improvement upon real estate intended for residential, business, commercial,
industrial or warehouse use, within the Village, including any mobile
home or trailer placed upon a lot but not permanently affixed thereto
so as to become a fixture.
From and after the effective date of this article:
(A) All structures located within the Village shall be assigned a street
number in accordance with the provisions hereafter set forth.
(B) All vacant lots located within the Village shall be assigned a street
number in accordance with the provisions hereafter set forth.
(C) The owner or occupant of a structure located within the Village shall
display such structure's assigned street number at a convenient and
conspicuous location upon the front of said structure or some other
object in front of such structure, in permanent numbers not less than
three inches in height.
(D) The owner of a vacant lot to which a street number has been assigned
shall not be obligated to display such number until such time as a
structure has been placed upon the lot or some portion thereof.
The assignment of street numbers for the purposes of this article
shall be made in substantial compliance with the following provisions:
(A) A street number shall be comprised of three distinct elements:
(1)
First, a three- or four-digit number, the latter two digits
of which shall be the number within a block assigned hereunder to
the location, and the first or first and second digits of which shall
be the numerical designation of the block concerned from the axial
streets hereafter designated.
(2)
Second, a directional designation, being either "north," "south,"
"east" or "west," indicating the direction of the location from the
axial streets hereafter designated.
(3)
Third, the name of the street upon which the structure or lot
fronts.
(4)
The foregoing rules are exemplified as follows:
(a)
The number "102 East Main Street" would designate a structure
in the first block east of the north-south axial street, fronting
Main Street.
(b)
The number "1403 South Second Street" would designate a structure
in the fourteenth block south of the east-west axial street, fronting
on Second Street.
(B) The axial streets, for purposes of assigning street numbers, shall
be Main Street and First Street. All structures and lots fronting
on streets having a generally north-south direction or course shall
be given a directional designation of "North" if situated north of
Main Street and "South" if situated south of Main Street. All structures
and lots fronting on streets having a generally east-west direction
or course shall be given a directional designation of "East" if situated
east of First Street and "West" if situated west of First Street.
(C) Numbers shall be assigned such that structures and lots fronting
the south side of streets with a generally east-west direction or
course shall bear an even-numbered ending digit, and those on the
north side an odd-numbered ending digit, and those structures and
lots fronting the west side of streets with a generally north-south
direction or course shall bear an odd-numbered ending digit, and those
on the east side an even-numbered ending digit.
(D) Numbers for lots shall be assigned based upon a twenty-five-foot
width per number, i.e., each twenty-five -foot, or portion thereof,
width along a street shall be assigned a corresponding number. For
purposes of the application of this rule, it is understood that as
to the Blocks of the original town and any others within the Village
similarly situated — being 300 feet north-south inclusive of
alley — the alley shall be included for purposes of the twenty-five-foot
configuration, and any lot platted as less than 50 feet in width —
such as, for example, Lots 4 and 11 in Block 8 — shall be considered
a separately numberable lot of irregular size. In addition, where
lots are of irregular shape and size, the twenty-five-foot measuring
rule shall apply substantially as to the fronting footage upon the
street concerned.

(E) A structure shall be assigned its number upon the street toward which
its front or principal means of entry is located, the same to be that
number which is assigned to the twenty-five-foot width within which
the front entry, or the most substantial portion thereof, is located.
Those structures situated upon the corner intersection of two streets
not having a clearly definable front or principal entry shall be assigned
a number upon either street in accordance with this article, with
the advice of the owner or occupant.
(F) Where two or more structures exist at a singly numberable location,
or, within a single structure, two or more distinct residences or
enterprises exist, whereby a separate number should be additionally
assigned, the principal building or occupant shall be assigned the
original street number and the other shall be assigned a number comprised
of the original number with a suffix of "1/2" or letter designation,
such as "-A."
(G) Where a number of structures or living units exist as multistructure
location (such as apartments), the same may be assigned a principal
street number based upon substantial compliance with the provisions
above and each structure or unit assigned a separate number comprised
of the main street number with consecutive letter suffixes.
The terms of this article shall be administered as follows:
(A) The designation and assignment of street numbers in accordance with
this article shall be made by the Building and Equipment; Street,
Water and Sewer Committee of the Village Board, with the advice of
the Village Clerk and such non-Board advisory committee as the President,
with the Board's advice and consent, shall, from time to time appoint.

(B) As circumstances may dictate, the Building and Equipment; Street,
Water and Sewer Committee is authorized to change street numbers upon
its own action or upon the request of any interested person; provided,
however, the Committee shall first determine that such contemplated
change will not result in undue hardship to any person, firm or corporation
affected by such change.

(C) For purposes of identification, that portion of U.S. Route 40 which
lies within the territorial limits of the Village shall be known and
identified as "Cumberland Road."
(D) Upon the assignment of numbers under this article, the Village Clerk
shall notify the owner or occupant of structures of the number assigned
and the owner or occupant shall have two weeks from the receipt of
such notice within which to display the same.
(E) All numbers heretofore or presently given structures within the Village
are inconsistent with the provisions hereof are hereby set aside,
voided and held for naught, and shall be replaced by the street numbers
assigned hereunder.
This article shall be enforceable as follows:
(A) Before water or sewer service to a structure may be instituted, the
Village Clerk shall verify that the street number is displayed upon
the same in accordance herewith and such services shall not be instituted
until such number is displayed.
(B) The Village Clerk, at the direction of the President or Building
and Equipment; Street, Water and Sewer Committee, shall notify, in
writing, any owner or occupant of a structure upon which the street
number is not displayed in accordance with this article. In the event
such number is not properly displayed within 14 days of the receipt
of such notice, penalties hereafter provided may be imposed.

(C) Any property owner or occupant failing or refusing to display a structure's street number in accordance with this article shall be subject to the penalty in §
1-1-41 of the Village Code.
