There shall be an executive department of the Village known as the Water and Sewer Department. It shall include the Superintendent of Public Works and employees of the Department. All references to the "Superintendent of Public Works" hereafter shall be "Superintendent." The designated office shall be the Village Hall.

The Village Board Building and Equipment; Street, Water and Sewer Committee shall exercise a general supervision over the affairs of the departments. They shall ascertain the condition and needs thereof; and shall, from time to time, report the same to the Mayor and Village Board so that a full understanding thereof shall be had; and generally, shall do all acts necessary to promote the efficiency of the departments.
The Superintendent of Public Works shall be subject to the supervision of the Water and Sewer Committee and shall be hereinafter be referred to as the "Superintendent." The Superintendent shall be appointed by the Mayor, by and with the advice and consent of the Village Board, and shall hold office until his successor is appointed and qualified. He shall receive such salary as may be provided by the annual budget of the Village Board at the time of his appointment.
The Superintendent shall exercise general management and control over his respective department.
(A) 
He shall supervise over and be responsible for the conduct and performance of all employees of the department as a department head in accordance with the Personnel Code, if any.
(B) 
He shall be responsible for the operation and maintenance of the Village's water system and sewerage system as provided in this Code.
(C) 
He shall be the custodian of all vehicles, equipment, structures, and property provided by the Village for the use of his department.
(D) 
He shall enforce the provisions of this chapter and make such inspections, measurements, and tests as necessary for that purpose.
(E) 
He shall perform such other duties as may be assigned to him by the provisions of this Code or by the Village Board.
