(A) 
Inside Village Limits. Residential applicants for water service inside the Village shall pay a fee of $400 for service lines up to and including the meter. There shall be no water service charge for new commercial businesses using a standard three-quarter-inch meter. If a commercial user chooses a larger meter, the cost difference will be paid by the commercial user. The property owner shall be responsible for the service line from the meter into the premises served. Said fees shall be nonrefundable and shall be paid in advance to the Village.

(B) 
Outside Village. Residential applicants for water service outside the Village limits shall pay a fee of $400 plus the cost of labor and materials. There shall be no water service charge for new commercial businesses using a standard three-quarter-inch meter. If a commercial user chooses a larger meter, the cost difference will be paid by the commercial user. The fees shall be nonrefundable and shall be paid in advance to the Village.

(C) 
Illinois Plumbing Code. All water tap and service connections made to the mains of the waterworks system of the Village shall conform to the regulations of this Code and of the Illinois Plumbing Code. All connections and installations shall be made by the Village's Water and Sewer Department.
(D) 
Maintenance of Water Lines. The Village shall replace all water mains when it has been deemed necessary to do so in order to maintain service in the Village. The Village shall limit its responsibility to maintaining water lines to the water mains and to the service lines up to the meter. The property owner shall be responsible for the service line from the meter into the premises served.

There shall be established the following rates and charges for the use of the water system of the Village, based upon the amount of water consumed as follows:
(A) 
Users inside the Village limits.
(1) 
For the first 1,000 gallons or less: $16.27 per billing month.
(2) 
For each succeeding 1,000 gallons or fraction thereof, per billing month: $12.90 per month.
(B) 
Users outside Village limits.
(1) 
For the first 1,000 gallons or less: $22.90 per billing month.
(2) 
For each succeeding 1,000 gallons or fraction thereof, per billing month: $18.29.
(C) 
Bulk meter sales will be $11.50 per 1,000 gallons.
(D) 
The water rate as set forth at Subsections (A) and (B) hereinabove represent an increase in user rates based upon a 6.5% increase in charges from Fayette Water Company to the Village of Brownstown. If, as and when Fayette Water Company shall increase water charges (the water rate), as anticipated, from it to the Village of Brownstown, there shall be an equivalent increase in the water rate charges as hereinabove set forth. Such increase shall be effective at the first full billing cycle occurring after October 20, 2023.
(E) 
Commercial rate.
(1) 
Commercial users receiving water within the Village limits, during months within which their usage shall exceed 10,000 gallons, shall have the following rates: the same rate as noncommercial users inside the Village limits for the first 10,000 gallons and a rate of $8.79 per 1,000 gallons used for all gallons above 10,000 gallons.
(2) 
Commercial users receiving water outside the Village limits, during months within which their usage shall exceed 10,000 gallons, shall have the following rates: the same rate as noncommercial users outside the Village limits for the first 10,000 gallons and a rate of $13.17 per 1,000 gallons for all gallons above 10,000 gallons.

Water bills shall include mandatory billing for trash pickup, unless it has been waived by the approval of the Village Board. Trash pickup day is on Friday.
The water purchase agreement between the Fayette Water Company and the Village appears as Addendum "A" at the end of this chapter.[1]
