Storm drains located in the Village, the main line of which
runs west on South Street to Hickory Creek, are for the drainage of
surface water only.

No member of the Village Council shall have the right to grant
the use of any such drains to any person. A majority vote of the members
of the Village Council shall be required to grant use of any such
drain.

No person shall drain or cause to be drained any cesspool, basement,
cellar, dry well or septic tank, or any substance except uncontaminated
water, into any storm drains.

If it is suspected that any firm is using any storm drains illegally, the Village Council shall authorize any necessary work to be performed to determine the facts. If no violation of this article is discovered, the Village shall pay all expenses involved. In the event a violation is discovered, the provisions of §
12-60 shall apply.

No person shall connect a drain in any manner to any Village
storm drain within the Village without a resolution approving such
connection, by a majority of the Village Council. The Village President
shall appoint a committee of two of the members of the Village Council
to inspect connections to any and all drains within the Village limits
before such connections are covered. Any person covering such connections
before they have been inspected and approved shall be in violation
of this article.

The Village Council, or its duly authorized agents, is hereby
authorized to go upon private property and perform such work as shall
be deemed necessary in connection with the carrying out of the provisions
of this article.

Any person violating this article shall be responsible for a
municipal civil infraction.
