There is hereby established in the Township of East Amwell (the
"Township") a Parks and Recreation Advisory Committee.
The Parks and Recreation Advisory Committee will consist of
the following members, each of whom will be appointed by the Mayor:
A. Eleven regular members, each of whom will be a voting member.
B. Up to three youth members, who must be between 12 and 18 years old
at the time of their appointment, each of whom will be a nonvoting
member.
At each annual reorganization meeting of the Parks and Recreation
Advisory Committee, the regular members of the Committee will elect,
by a majority vote, a Chairperson and a Vice-Chairperson. There will
be no limit on the number of times, consecutively or nonconsecutively,
that a person may serve as Chairperson or Vice-Chairperson.
The Parks and Recreation Advisory Committee will hold public
meetings on a regular basis.

A quorum of the Parks and Recreation Advisory
Committee will consist of at least five regular members; provided,
however, that if on any date the total number of regular members on
the Parks and Recreation Advisory Committee is less than eight, then
a quorum of the Parks and Recreation Advisory Committee on that date
will consist of at least a majority of the actual number of regular
members on the Committee on that date.
The Mayor will have the right, in the Mayor's sole discretion,
to remove any regular member or youth member of the Parks and Recreation
Advisory Committee. It is expected that each regular member will regularly
attend the meetings of the Parks and Recreation Advisory Committee.
Unexcused absence from three or more of the regularly scheduled meetings
in any calendar year will be grounds for removal and replacement by
the Mayor.
Each year, the Parks and Recreation Advisory Committee will
prepare an annual budget, and will submit that budget to the Township
Committee for its approval. Approval of any such budget will be in
the sole discretion of the Township Committee.
No member of the Parks and Recreation Advisory Committee will
receive any compensation for serving on the Committee.
Each year, the Mayor will appoint one member of the Township
Committee as the Township Committee's liaison to the Parks and
Recreation Advisory Committee (such appointee, the "Township Committee
Liaison"). Each other committee and board in the Township will have
the right, but not any obligation, to appoint a liaison to the Parks
and Recreation Advisory Committee.
The duties of the Parks and Recreation Advisory Committee will
be as follows:
A. Recreational events and activities.
(1) The Parks and Recreation Advisory Committee will initiate or continue,
as the case may be, oversee and carry out nonpartisan recreational
events and activities within the Township, primarily for the residents
of the Township, with the objective of enhancing interaction among
the residents of the Township and creating a greater sense of community
within the Township. For the avoidance of doubt, such events and activities
may include the following:
(a)
Events and activities for, targeted at, and/or limited to, the
youth or senior citizens of the Township;
(b)
Events and activities celebrating the history of the Township
or Township milestones, such as an anniversary of the Township;
(c)
Events and activities celebrating significant accomplishments
of residents, employees, committees or boards of the Township; and
(d)
If permissible under applicable law (including Township ordinances),
events and activities that charge admission, or otherwise raise funds
(for example, through donations, raffles or auctions), to cover the
costs and expenses of such events and activities or to raise money
for Township purposes, including funding other events or activities
by the Parks and Recreation Advisory Committee.
(2) The events and activities of the Parks and Recreation Advisory Committee
may, upon obtaining any required approval(s) and/or permit(s), and
in compliance with applicable law (including Township ordinances),
take place at the Township Municipal Building, the Marion F. Clawson
Memorial Park ("Clawson Park"), the East Amwell Township School District
property, or any other location within the Township.
B. Parks and recreational facilities. The Parks and Recreation Advisory
Committee will oversee the utilization, care and maintenance of the
Township's parks, athletic fields, and other recreational facilities,
including Clawson Park, and the Township's hiking trails in all instances
subject to and in compliance with applicable law, including the Township's
ordinances.
The Parks and Recreation Advisory Committee will report directly
to the Township Committee. The Parks and Recreation Advisory Committee
will keep the Township Committee Liaison reasonably and timely informed
of (i) any contemplated or upcoming events or activities being initiated,
conducted, overseen, sponsored or cosponsored by the Parks and Recreation
Advisory Committee, and (ii) any material matters regarding utilization,
care or maintenance of the Township's parks and recreational
facilities, including Clawson Park.
