Conformably to and in the exercise of the powers contained in the Municipality Authorities Act of June 28, 1935, P.L. 463,[1] and the supplements thereto and amendments thereof, Vanport Township, a first class township of the County of Beaver, hereby expresses its desire to organize an Authority under said Act and by this article signifies its intention to do so, said Authority to be incorporated under said Act of Assembly for the purpose of acquiring, holding, constructing, improving, maintaining and operating, owning and/or leasing, either in the capacity of lessor or lessee, land and buildings to be devoted wholly or partially for public uses and for revenue producing purposes, such purposes being waterworks, water supply works, water distribution systems, sewers, sewer systems or parts thereof and sewage treatment works; provided, however, that Vanport Township may from time to time by subsequent resolution or ordinance specify other and additional project or projects to be undertaken by said Authority, and no other projects shall be undertaken by said Authority than those herein or hereafter so specified; provided, further, that said Authority shall have no power at any time or any manner to pledge the credits or taxing power of Vanport Township nor shall any of the obligations of said Authority be deemed to be the obligations of Vanport Township nor shall Vanport Township be liable for the payment of principal of or interest on any such obligations.

The following citizens and residents of Vanport Township, of legal age and electors therein, are hereby appointed the governing body of said Authority, to be called the "Board," their respective terms to expire the number of years set opposite their respective names following the first day of January next succeeding the date of incorporation:

The Curtiss-Wright Corporation, Propeller Division, be and is hereby authorized, empowered and directed, for and on behalf of Vanport Township, forthwith to make application to the Federal Works Administrator under the terms of House Bill 4545, when and as the same has been approved by the President, for a grant to said Authority for the public works and equipment necessary therefor in and about the purposes above stated and to do all that may be necessary in the premises in and about securing said grant pending the incorporation of said Authority and its organization for doing business, it being the intent hereof that Curtiss-Wright Corporation shall be a private agency representing and acting for Vanport Township and the proposed Municipal Authority in the procurement of said grant for the public purposes as aforesaid.
