Every owner of property in the Township of Vanport, which property abuts upon any street, shall on 20 days' notice from the Board of Township Commissioners construct or reconstruct a sidewalk and curb, which shall conform to all applicable requirements of this article, upon and along the portions of such property which abut upon said streets.
Every owner of property in the Township of Vanport shall, on five days' notice from the Board of Township Commissioners, repair the sidewalk, in the manner stipulated in such notice, in front of or alongside or to the rear of such property.
The notices referred to in §§ 157-15 and 157-16 of this article shall be in writing and shall be served either by personally handling a copy of such notice to the property owner or by mailing the same to the property owner by certified mail.
A. 
All sidewalks shall be constructed, reconstructed and repaired of concrete only, according to specifications determined from time to time by the Township Engineer.
B. 
All sidewalks shall be at least four feet wide.

All sidewalks and curbs shall be constructed, reconstructed and repaired and the grading therefor done upon the line and grade obtained by the property owner from the Township Engineer and not otherwise.
It shall be the duty and responsibility of the Township Engineer to determine, in the case of any individual property, whether or not the sidewalk and/or curb shall be reconstructed or repaired and, if so, the specific part or part thereof to be reconstructed or repaired. The Engineer may at any time during the course of work of constructing, reconstructing or repairing any sidewalk or curb visit the site of such work to ascertain whether such work is being done according to specifications, and he shall visit any such site when requested by the property owner. Within two days after the completion of the work of construction, reconstruction or repair of any sidewalk or curb, it shall be the duty of the owner of the property where such work was done to notify the Township Engineer of that fact so that he may inspect the completed work to determine whether the grade thereof has been observed and followed.

Any person violating any provisions of this article shall, upon conviction thereof before a District Justice, be subject to a fine of not more than $600 and costs of prosecution for each violation thereof and, in default of payment of such fine and costs, shall be subject to imprisonment in the county jail for not more than 30 days.
