1. The Second Class Township Code, 35 P.S. § 65101 et seq.,
permits and authorizes the Board of Supervisors to enact and enforce
ordinances to govern and regulate the construction, alteration, occupation,
use, and inspection of all buildings and housing constructed, erected
designed or used for any use or occupancy.
2. The Second Class Township Code, 35 P.S. § 65101 et seq.,
permits and authorizes the Board of Supervisors to require and regulate
the numbering of buildings.
3. The Board of Supervisors has determined for numerous reasons that
it is in the best interest of the residents of Douglass Township that
all buildings and housing constructed or erected in Douglass Township
for the purpose of occupancy or for any use shall obtain and secure
a street address consistent and pursuant to the plan for street addressing
adopted for the Berks County 911 System and pursuant to the regulations
of Douglass Township.
4. The Board of Supervisors based, in part, upon the advice of emergency
providers desires to facilitate the ability of emergency providers
to provide timely and efficient emergency services within Douglass
Township and, to that end, the Board of Supervisors wishes to establish
an ordinance which mandates that all persons or legal entities who
undertake to construct, erect, or alter buildings or housing designed
for any use or occupancy that such person shall be solely responsible
for applying for and securing an appropriate street address consistent
and pursuant to the rules and regulations of the Berks County 911
Systems and Douglass Township as said Township regulations are set
forth.
5. The rules and regulations of the Berks County 911 System are not
established by the Board of Supervisors of Douglass Township and as
such, rules and regulations may from time to time be changed or amended,
it is the intent of the Board of Supervisors to adopt the current
rules and regulations of the Berks County 911 System as may be amended
from time to time.
6. The Board of Supervisors has determined to enact this Part based,
in part, in consideration of the health, safety, and welfare of the
Township residents.

The rules and regulations of Douglass Township are located within
a manual entitled, Addressing Systems: A Training Guide for 9-1-1,
by William M. Lucy, published by the National Emergency Number Association.
Such manual will be located for inspection at the Douglass Township
Building during normal business hours.

As permitted by the Second Class Township Code, 53 P.S. § 65101
et seq., the Board of Supervisors by this Part adopts by reference
said manual entitled, Addressing Systems: A Training Guide for 9-1-1,
by William M. Lucy, published by the National Emergency Number Association
and herein shall now be the Douglass Township rules and regulations
regarding street addresses and further incorporates said manual herein
as if set out in full.

Any person or legal entity subject to this Part shall use the
frontage interval addressing system measured at fifty-foot intervals
as set forth in said referenced manual. Only the Board of Supervisors,
at the sole discretion of the Board of Supervisors, may permit the
request to deviate from the frontage interval addressing system measured
at fifty-foot intervals.

Any person or legal entity who wish to construct, erect, or
alter buildings or housing or who wish to create new building lots
within Douglass Township designed for any use or occupancy, shall,
prior to any Township final approval, obtain and review the Township
rules and regulations and follow to proper completion the requirements
set forth in such Township rules and regulations such as to receive
a Township-approved street address consistent and pursuant to the
rules and regulations of the Berks County 911 System and Douglass
Township as said Township regulations are set forth in this Part.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof in an action brought before
a magisterial district judge in the manner provided for the enforcement
of summary offenses under the Pennsylvania Rules of Criminal Procedure,
shall be sentenced to pay a fine of not more than $1,000 plus costs
and, in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days. Each day that a violation of this Part continues
or each section of this Part which shall be found to have been violated
shall constitute a separate offense.
