As used in this chapter, the following terms mean:
Any individual, company, firm, corporation, association or any other organization.
The entire width between the boundary lines of any public highway, street, avenue, road, alley, park or parkway, or any private way laid out under authority of statute or approved by the Planning Board, or any such way provided for public use, or any such way which has been used for public travel thereon for 20 years, or any public or private parking lot, or garage, deck or structure which is maintained primarily for the benefit of paying customers of the state and City.
That portion of a public highway between the edge of the traveled way and the limit of the public right-of-way, laid out as such by the City or reserved by custom for the use of pedestrians.
Any device by which any person or property may be transported on a public highway, except those operated on rails or permanent tracks.
