The Town Manager shall appoint a Council on Aging for the purpose of advising the Director of the Council on Aging on coordinating or carrying out programs designed to meet the needs of the aging in cooperation with programs of the Department of Elder Affairs established under MGL c. 19A, § 1.
A. 
The Town Manager shall appoint the Council on Aging consisting of 11 members.
B. 
Members shall serve staggered three-year terms. Members can be reappointed for concurrent terms.

C. 
The members of the Council on Aging shall serve without pay.
Whenever a vacancy shall occur in the membership of the Council on Aging by reason of death, resignation, inability to act or for any other reason, the vacancy shall be filled by appointment by the Town Manager for the remainder of the term.

The Council on Aging, annually in April of each year, shall elect from its membership a President, First Vice President, Second Vice President, Secretary and Treasurer. Each officer shall hold office until the next annual election. In the event a vacancy occurs in any of the offices above, the Council on Aging shall hold a special meeting for the purpose of electing one of its members to fill such vacancy.

The Director of the Council on Aging shall prepare and submit an annual report of its activities to the Town Manager and shall send a copy thereof to the Department of Elder Affairs.
A. 
The Town Manager will appoint the Director of the Council on Aging.
B. 
The Director of the Council on Aging, with the approval of the Town Manager, may appoint such clerks and other employees as are funded by grants and annual appropriation.
