Pursuant to § 46.23, Wis. Stats., there is established a County department of human services to be known as the Washington County Human Services Department.
The intent of this section is to enable and encourage and development of a comprehensive range of human services in an integrated and efficient manner for all citizens, and to transfer the duties and powers of the Department of Social Services and the Comprehensive Community Services Agency to the Human Services Department.
A. 
Creation. The Human Services Board is created pursuant to § 46.23(4), Wis. Stats., to fulfill the duties specified in § 46.23, Wis. Stats.

B. 
Membership. The Human Services Board shall be composed of seven persons of recognized ability and demonstrated interest in human services. Four Human Services Board members shall be the members of the County Board who are currently serving on the Human Services Committee. At least one member appointed to the Human Services Board shall be an individual who receives or has received human services or shall be a family member of such an individual. The remainder of the Human Services Board members shall be consumers of services or citizens-at-large. No public or private provider of services may be appointed to the Human Services Board.

C. 
Appointment; term. The County Board Chairperson shall appoint the four members from the County Board of Supervisors. The remaining appointments shall be made by the County Executive. All appointments are subject to confirmation by the County Board and shall be for staggered three-year terms Vacancies for unexpired terms shall be filled in the same manner as original appointments.

D. 
Removal. Any Human Services Board member may be removed from office for cause by a two-thirds vote of the County Board, on due notice in writing and hearing of the charges against the member.

The Board shall have those powers and duties specified in § 46.23(3)(b)2.c., § 46.23(5m), § 51.42, and § 51.437, Wis. Stats., as amended, and State Department of Health Services rules promulgated thereunder.
A. 
The Human Services Department of Washington County shall administer all general relief within the County.
B. 
As of January 1, 2010, Washington County ceased funding for all general relief programs.
