All parts of the City bounded on the north by Tremont Street,
on the east by Grove Street, on the south by Elm Street and on the
west by Prospect Street shall constitute and be known as the fire
limits of this City.

No person shall move or cause to be moved any building into,
along or across any street, avenue, alley or public ground in the
City without first obtaining a written permit so to do from the Mayor
and City Clerk.
Permission granted under the provisions of this article shall
particularly set forth the route to be taken in moving such building,
and the route shall be determined so as to cause the least interference
with public use of the streets and the least danger of injury to public
or private property. No variation from the route so fixed shall be
made without further written permission from the Mayor.
A.
The permission
of the Mayor for moving a building within this City shall not be given
unless the party applying therefor shall first execute and file with
the City Clerk a good and sufficient bond in an amount set by the
City Council, with one or more sureties, approved by the Mayor, conditioned
for the full compliance by the person to whom such permission is given
with all the provisions of this article and for the payment by him
of all penalties incurred by him and all damage to public and private
property or interests for which he may be found liable.

B.
Any person,
manager or owner of any electric line, telephone, telegraph or owner
of other private property of any kind whatsoever may sue for damages
on the bond required by the provisions of this article.
The work for which a permit is issued under the provisions of
this article shall be diligently prosecuted continuously in the daytime
until completion; and for the protection of the public, warning shall
be given by the display of red lights at night, such lights to be
furnished and displayed by the person moving or causing to be moved
any such building.
The building shall at no time be left standing where it may
cause any obstruction to streets at intersections, to railroad tracks,
or to any electric or other wires lawfully occupying the street. Due
care shall be taken to avoid injury to streets, sidewalks, shade trees,
railroad tracks, poles, electric and other wires and all public and
private property.
The person in charge of moving a building within this City shall
give proper notice to the managers of all railroad lines, and utilities
having electric or other wires, of the route assigned to him and the
time when the building moved by him will approach such lines and arrange
the passage of such building so as to secure the least interference
possible with the operation of such lines.
