There is hereby adopted, approved, authorized and ratified an agreement for intergovernmental cooperation for the benefit of the Borough of Westmont, by and through its agent, the West Hills Regional Police Commission, known as the "municipal drug task force agreement," hereinafter referred to as the "agreement." (A copy of the agreement is attached hereto, incorporated herein by reference, and marked as Exhibit A.[1])

This municipal drug task force agreement is entered into pursuant to the provisions of the Borough Code, the Municipal Police Jurisdiction Act (42 Pa.C.S.A. § 8953) and the Pennsylvania Intergovernmental Cooperation Law (53 Pa.C.S.A. § 2301 et seq.).
The attached municipal drug task force agreement specifies:
A. 
The conditions of agreement in the case of cooperation with or delegation to other local governments, the commonwealth, other states or the federal government;
B. 
The duration of the term of the agreement;
C. 
The purpose and objectives of the agreement, including the powers and scope of authority delegated in the agreement;
D. 
The manner and extent of financing the agreement;
E. 
The organizational structure necessary to implement the agreement; and
F. 
The manner in which real or personal property shall be acquired, managed, licensed or disposed of.
The attached agreement shall be subject to all conditions and terms identified in the Intergovernmental Cooperation Law and the Borough Code.
The duration of this agreement shall be indefinite, subject to termination by either party as provided in the agreement. The Borough of Westmont is authorized to renegotiate a similar agreement, under similar terms and conditions, on a yearly or multiyear basis, in the future.
It is the intent of the Borough of Westmont that the provisions of this chapter are severable, and the invalidity of any section, subsection, clause or provision of this chapter shall not affect or impair the validity of any other part of this chapter which can be given effect without the invalid part or parts.
The Councilors of the Borough of Westmont, as applicable, are authorized and directed to execute, to attest, to acknowledge and to deliver all documents, on behalf of the Borough of Westmont, in the form so approved. The Councilors of the Borough of Westmont are authorized and directed to execute any and all documents and to do any and all other acts that may be necessary and proper to carry out this chapter and the undertakings of this Borough.
