The sale of fireworks within the limits of the City of Glasgow, Missouri, shall be permitted on the dates of June 15 of July 4, inclusive, of each year, provided a permit shall have been secured from the City Clerk therefor.

Such permit shall be issued upon payment of a fee of ten dollars ($10.00) therefor, and it shall be unlawful for a person, firm, or corporation to sell fireworks without first having secured a permit therefor.
The discharge of fireworks within the limits of the City of Glasgow, Missouri, shall be lawful on the 4th day of July of each year only, but only outside the central business district, more particularly described as follows:
An area bounded by the Missouri River on the West, thence South to Gregg's Creek, thence East to Highway 87, thence North on Highway 87 to Second Street, thence North on Second Street to Saline Street, thence West on Saline Street, to the Missouri River, to the point of beginning.
To throw or cause to be propelled toward a motor vehicle or within the immediate vicinity of any motor vehicle, occupied or not, any ignited firework or rocket.
Temporary sale of fireworks within the time period permitted by Section 210.2170 shall be allowed within the confines of the City, irrespective of the zoning code limitations on permanent uses of land, at any place in the City (except for the central business district, as defined in Section 210.2190 hereof). The location of such fireworks stand shall be disclosed on the application. If the location has been used the previous year as a fireworks stand by the same license applicant, the permit shall be approved by the City Clerk forthwith. However, if the application requests a new location or the use of an old location by a new applicant, the matter shall be referred to the City Planning and Zoning Commission which shall consider the granting of a special temporary use permit at that location. The permit shall be issued if the Planning and Zoning Commission believes:
There is adequate parking at the proposed location, and that the traffic surrounding said fireworks stand will not increase traffic congestion on the streets of the City;
That the proposed sale location is physically separated from adjoining or neighboring structures so as to reduce the risk of fire spreading to adjoining properties.

Persons desiring to obtain fireworks permits for new fireworks stands are encouraged to apply at least thirty (30), and preferably sixty (60) days before the start of the sale period to allow for meetings of City Planning and Zoning Commission to be scheduled, if necessary.
