A.
The BOCA National Building Code, Thirteenth Edition, 1996, as published by the Building Officials and Code Administrators International, Inc., is hereby adopted as the Building Code of the City of Glasgow, Missouri, as the code establishing the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said BOCA National Building Code are hereby referred to, adopted and made a part hereof as if fully set out in this Section, with the following additions, insertions, deletions and changes:

Building completed before the effective date of this building code are not required to comply with this code (any contrary provision of the code notwithstanding) but are required to comply only with the building code in effect at the time that construction was completed. This code does, however, apply to any reconstruction or remodeling of existing buildings; but only that portion of a building that is reconstructed or remodeled is required to comply with this code.
2.
This code shall not apply to a one- or two-family dwelling, unless the building owner or contractor elected to use the building code, and employs a professional architect or engineer to design said dwelling.
