A. 
The Park Board shall consist of five (5) directors whose duty it shall be to supervise, manage and control the park or parks of this City as provided under Sections 90.500 to 90.570, RSMo.
B. 
The terms of the prior existing Park Board are hereby terminated and nine (9) new members shall be named to the Park Board each with a new term taking into consideration the requirements of staggered terms as set forth in Section 140.020 of the City Code and therefore appoint two (2) members to the Board for three-year terms, two (2) members to two-year terms, and one (1) member to a one-year term.

The Directors of this Board shall hold office one-third (1/3) for one (1) year, one-third (1/3) for two (2) years and one-third (1/3) for three (3) years from the first of June following their appointment, and at their first regular meeting shall cast lots for their respective terms; and annually thereafter, the Mayor shall, before the first of June of each year, appoint as before three (3) Directors, who shall hold office for three (3) years and until their successors are appointed. The Mayor may, by and with the consent of the Board of Aldermen, remove any Director for misconduct or neglect of duty. Members of the Board shall be citizens residing within Howard County R-II School District.

Said Directors shall immediately after their appointment, meet and organize by the election of one (1) of their number as President, and by the election of such officers as they may deem necessary. They shall make and adopt such bylaws, rules and regulations for their guidance and for the government of the parks as may be expedient, not inconsistent with this Article and with Sections 90.500 to 90.570, RSMo. (as amended). They shall have the exclusive control of the expenditures of all money collected to the credit of the park fund and of the supervision, improvement, care and custody of said parks. All moneys received for such parks shall be deposited in the City Treasury to the credit of the park fund and shall be kept separate and apart from the other moneys of the City and drawn upon by the proper City Officers upon the properly authenticated vouchers of the Park Board. Said Board shall have power to purchase or otherwise secure ground to be used for such parks, shall have power to appoint a suitable person to take charge of said parks and necessary assistants for said person, and to fix their compensation, and shall have power to remove such appointees; and shall, in general carry out the spirit and intent of Sections 90.500 to 90.570, RSMo., in establishing and maintaining public parks.

A. 
Budget. The Board shall set its budget and present its budget to the City Clerk on or before March 31 of each year for presentation to the Board of Aldermen at the regular April meeting of the Board of Aldermen. After the budget is approved by the Board of Aldermen, the Board may authorize through established procedures the expenditure of its designated funds against the budget.
B. 
Deposit Of Receipts. All monies received by the Board or anyone acting on behalf of the Board shall be deposited at least weekly with the City Collector to be accounted for in the Board's separate fund.
C. 
Expenditures. All expenditures from the Board's monies shall be made from the Board's separate fund by the City Clerk as follows:

Warrants And Pay Orders. Except for certain usual bills set forth in Subsections (B) and (C), below, the Clerk shall pay money out of the Board's funds only upon warrant approved at a meeting of the Board at which a quorum is present or by pay order signed by a majority of the members of the Board. The Board may adopt any other reasonable internal procedure for approval of pay orders so long as it reflects approval of the bill by the Board.
2. 
Utility Bills. Ordinary utility bills incurred by the Board shall be paid by the City Clerk upon presentation to the City Clerk without approval or warrant or pay order.
3. 
Employees' Wages. The City Clerk shall pay wages of employees of the Board without approval by warrant or pay order but rather shall be done upon presentment of the employee's time card verified by signature of the employee's supervisor.
4. 
Payment By Clerk. Once each week the City Clerk shall pay the Board's approved expenditures out of the Board's designated funds for all approved expenditures received prior to date of payment.

The said Board of Directors shall make, on or before the second Monday in June, an annual report to the Board of Aldermen stating the condition of their trust on the first day of May of that year, the various sums of money received from the park fund and other sources, and how much moneys have been expended and for what purposes, with such other statistics, information and suggestions as they may deem of general interest. All such portions of such report as relate to the receipt and expenditure of money shall be verified by affidavit. The report shall additionally state the condition of the park grounds, equipment, machinery and other City property entrusted to their care.
